CARE International in PNG is recruiting a Project Manager for its Better Governance for Education Project (BG4E).
The BG4E Project Manager provides senior level leadership and management across the Project. The position
involves the management and responsibility of a single, technical and complex area of functional expertise
including leading a team, project development, representation, financial accountability and management. The
Project Manager is an experienced professional that manages key relationships with both internal and external

Key Responsibilities:


  • Lead the development and review of the Project design including analysis, theory of change, developing
    project concepts and sourcing funding and partnership opportunities;
  • Develop high quality proposals for submission to donors for the project;
  • Actively contribute to CARE PNG’s long term strategy development as a member of the Leadership Team; and
  • Demonstrate a passion and commitment to CARE’s approach and values including gender equality, ethnic
    diversity and cultural sensitivity and inspire leadership on these issues through the CARE PNG team.


  • Oversee and manage the work of the project team, including leading effective team work and productive team
    dynamics and relationships and ensuring regular team meetings and communications to support staff;
  • Ensure all staff have clear work plans and a strong understanding of their role and contribution to project
    goals and the deliverables;
  • Together with the Program Director, identify critical staff needs in the team and coordinate with Human
    Resources (HR) on recruitment and other HR processes; and
  • Provide effective staff support and development through, ongoing coaching/mentoring, direct supervision
    including promoting national staff leadership.


  • Manage implementation of the project through coordinating the planning, activity schedule, resource
    allocation, monitoring, documentation, review and evaluation of project activities;
  • Ensure the project delivers high quality results and outcomes established in the project design document; and
  • Work with the team to manage risks and overcome or adapt to project management challenges and obstacles.


  • Ensure effective and accountable budget management of the project; and
  • Ensure the efficient and proper use of project funds in line with the approved budgets and in compliance with
    CARE’s finance manual and donor guidelines.


  • Ensures that relevant information is gathered by project team members and is analysed in a participatory
    manner with relevant stakeholders;
  • Ensure regular monitoring and evaluation visits are conducted to project sites; and
  • Ensure accountability measures are in place in all project activities.
  • Develop and maintain effective relationships with relevant government ministries, local and international
    NGOs, the UN and other agencies at the national level; and
  • Manage relationships with key donors to the governance project.

Selection Criteria:

  • Minimum Bachelor’s degree in Community/International Development, Education, Governance or equivalent
    and/ or a minimum 5 years relevant work experience, preferably in community development activities,
    capacity strengthening preferably for an International Non-Government Organisation (INGO);
  • Demonstrated understanding of gender equality and a commitment to CARE’s approach and values including
    ethnic diversity and cultural sensitivity;
  • Responsible for the management of the project’s technical function, with minimal supervision;
  • Proven understanding of working with an International Non-Government Organisation (INGO) and a
    willingness to learn about CARE, gender equality and women’s empowerment activities;
  • Demonstrated understanding of gender equality and a commitment to CARE’s approach and values including
    ethnic diversity and cultural sensitivity;
  • Demonstrated high level organisational, financial and time management skills, including the ability to plan
    and manage workflows and balance competing priorities to ensure timely processing to meet deadlines in a
    complex environment;
  • Demonstrated strong leadership, decision making, problem solving, planning, analytical and influencing skills;
  • Demonstrated experience in effectively leading, people management and motivating a team;
  • Demonstrated characteristics in honesty, reliability, trustworthiness with the ability to maintain
  • Representational skills including developing networks and relationships with key stakeholders;
  • Fluent oral and written communication skills in both Pidgin and English; and
  • Fully conversant in Microsoft Office with knowledge in Microsoft Word, Power Point and Excel.
