1. Introduction & Background

NGO PROmotion Inc is seeking qualified and experienced evaluators (individual consultants/team) to conduct a comprehensive assessment of the Capacity Strengthening of Local Indicatives for Self- Reliant Community Development Project. This project, which focuses on [Strengthening the organizational/institutional capacities of local CSOs which supports self-driven development in their communities.

2. Objective of the Evaluation

The primary objective of this evaluation is to assess the project's overall effectiveness, efficiency, relevance, and sustainability. The evaluator will identify key lessons learned and provide actionable recommendations for future programming. The full scope of work is detailed in the Terms of Reference (TOR) which will be provided afterwards.

3. Key Responsibilities & Scope of Work

The selected evaluator will be expected to:

• Review all relevant project documents (proposals, log frames, progress reports).
• Develop a robust evaluation methodology and data collection
• Conduct fieldwork/interviews with key stakeholders and beneficiaries in [Insert Project Location].
• Draft and submit a comprehensive evaluation report, including actionable recommendations

4. The consultant or consultant team should display the following qualifications:

• Experience in conducting evaluations in similar contexts, ideally including ex-post evaluations
• Experience with quantitative data collection, conducting surveys, qualitative data collection, and contextual studies
• Contextual knowledge of the civil society sector and democratic participation processes in PNG
• Technical expertise in capacity building, organizational development in the civil society sector, and the promotion of good governance
• Background on gender-inclusive or subject is
