POSITION TITLE: DRIVER
CONTEXT
Médecins Sans Frontières (Doctors Without Borders) is a private, non-profit international humanitarian organization, founded in 1971 and working in 70 countries around the world. MSF provides medical assistance to populations in crisis, regardless of race, religion, belief or political affiliation. In PNG, MSF has been working since 2007 in Lae, Taric, Bougainville, Gulf Province and NCD Province. MSF is now working to support the Department of Health to improve access to care for patients in Lae, Jiwaka and Highlands.
MAIN PURPOSE OF THE POSITION:
Performing the tasks of transporting authorized goods and passengers in an MSF vehicle, ensuring its technical and safety conditions and respecting the country's traffic rules and MSF security rules, in order to provide a safe, smooth and efficient service
RESPONSIBILITIES:
- Checking daily, the technical conditions of the assigned vehicle (state of the tires, oil, fuel, brakes, radio equipment, spare parts, vehicle body etc.), performing weekly check according to the MSF Logbook, refilling it when necessary, and keeping it clean to ensure it can be driven in perfect conditions.
- Carrying out a proper handover of the vehicle from one driver to another during shift/ driver change.
- Ensuring the security of passengers in the vehicle, driving carefully, observing speed limits and traffic rules in the country as well as MSF security rules, in order to avoid car accidents.
- Ensuring all passengers have all necessary paperwork in order before travelling and ensuring non-MSF staff sign discharge of liability before using the vehicle.
- Ensuring that all vehicle documents and the driver's driving license are valid, up to date and stored the vehicle.
- Informing the line manager of any incident involving the transportation of passengers and/or goods.
- Knowing how to use all types of radios, codes, call numbers and radio alphabets by heart and communicating with base according to MSF communications policy to inform the driver's position and any potential implications.
- Knowing and respecting the security rules related to vehicle movements, specifically those related to customs, checkpoints and roadblocks. Ensuring all passengers know and respect the security rules.
- Good knowledge of roads in Morobe and its environs.
- Ensure comprehensive handover is conducted between drivers during shift/ driver change.
- Renewal of your driver’s licence before its expiration.
- Monitoring the fuel gauge levels to ensure refuelling is done in a timely manner; and monitoring vehicle maintenance to know when it is close to the service km/period and inform the Logisitcs Supervisor/ Manager.
- Proper recording of fuel dispensed into vehicle in the vehicle’s fuel log book.
- Respect of defined MSF speed limits.
- Ensure vehicle doors are locked when passengers enter the vehicle and seat belts worn by all passengers before driving.
- Proper recording of movements with clear name, destination, time and signature of passengers in the vehicle logbook.
- Daily inventory of the vehicle’s tools during handover. Every Equipment and Tool handed over in the vehicle should be carefully used. Equipment and tools in the vehicle are not to be taken out for personal use or used in another vehicle without approval from the Logisitcs Supervisor/ Manager.
- Responsible for cleaning of MSF vehicles and basic maintenance (state of the tires, oil, fuel, brakes, radio equipment, spare parts including tire, vehicle body etc.).
- Adhereance to operational instructions and responsibilities given by the Logisitcs Supervisor/ Manager.
- Adherence to MSF standard operating procedures, guidelines, security rules and confidentiality.
- Perform duties observing MSF policies and in compliance with relevant SOPs of the department and immediately reporting to supervisor whenever compliance is or cannot be met.
