The Ok Tedi Development Foundation (OTDF) is the legal entity that manages community development benefits from Ok Tedi Mine operations on behalf of the people of the 158 Community Mine Continuation Agreement (CMCA) villages. OTDF is a safe, professional and innovative organisation that delivers projects to communities through a unique partnership between mining, the people and the government. OTDF is mandated to ensure wise and sustainable use of the wealth created from mining operations for the betterment of future generations of Western Province.

OTDF has four (4) current vacancies and seeks to engage dynamic, competent and qualified persons to be part of the team that is delivering development outcomes for the communities of Western Province. Executive Manager – Corporate Services

The Executive Manager Corporate Services (EM-CS) reports directly to the Chief Executive Officer (CEO) and is a member of the Executive Management Team (EMT). He provides leadership and direction to achieve agreed strategies, objectives and annual targets for the corporate services functions (including Finance, Human Resources, Occupational Health & Safety, Information Technology, CMCA Trust Administration and Media & Communications). These are guided by the OTDF Strategic Business Plan, Annual workplans, Budgets, Policies and Procedures approved by the Board of Directors.

Leading 6 support corporate functions’, this role provides the leadership and direction to Managers and Team Leaders to ensure achievement of Strategic Business objectives and related annual targets for OTDF’s financial and corporate functions, including: finance administration, human resources management, information Technology, Trust project administration, communications, contract administration and occupational health and safety.

The role is responsible for:

  • Ensuring timely updating of, and compliance with OTDF Finance Policies and Procedures Manual, incorporation of relevant PNG and international accounting standards, and implementing of staff training, mentoring and coaching to ensure compliance.
  • Timely and accurate budget planning and preparation, including forecasting of income and expenditure.
  • Expenditure controls, including adherence to authorised expenditure levels, and capital expenditure.
  • Timely and accurate financial reporting to EMT and Board, Trusts and other project funders.
  • Compliance with taxation laws including timely completion of taxation and withholding tax returns, and any other statutory financial reports required under PNG corporations and taxation laws.
  • Planning and management of both external and internal audits.
  • Implementing relevant internal control procedures and monitoring effectiveness.
  • Timely and accurate budget planning and preparation, including forecasting of income and expenditure.
  • Expenditure controls, including adherence to authorised expenditure levels, and capital expenditure.
  • Foster a corporate culture that promotes ethical practices and encourages individual integrity; and maintain a positive and ethical work climate that is conducive to attracting, retaining, and motivating the highest quality employees.

Qualification, skills, experiences and attributes required for this role include:

  • A Master’s Degree or a Bachelor in Commerce or Accounting
  • Affiliation/s with or membership of relevant professional association/s
  • CPA/CA Membership (or similar)
  • 10-15 years’ management experience in a Finance or Accounting environment
  • Experience working in PNG (or similar country in the Pacific region) in a senior management role
  • Experience in managing corporate service functions of human resources, information services, occupational health and safety
  • Experience in a similar organisation (e.g. foundation with corporate social responsibility mandate; community development, NGO)
  • Relevant senior management team experience in an organisation of similar size and scope to OTDF
  • Prior experience and exposure in working in a mining environment
  • Use of Attaché software or other similar Financial Management Information System
  • Senior level experience in representing an organisation to external stakeholders
  • Experience in preparing and delivering written and verbal presentations for internal and external stakeholders at all levels from community members to high level national leadership
  • Risk management at corporate and project level
  • Strategic management of contracts with individuals and companies
  • Experience of living and working in remote locations
  • Understanding of the context within which OTDF manages trust funds and investments
  • Knowledge and understanding of PNG social and cultural context
  • Strong interpersonal skills, and demonstrated ability to build and maintain productive working relationships
  • High level of discretion and sound judgement with managing confidential information
