We are currently seeking qualified candidates for the position of:
Technical Advisor, Short Term Consultant – Oxygen Ecosystem, EpiC PNG Program
- SCOPE OF WORK AND KEY RESPONSIBILITIES
Please note that these activities are illustrative and may be updated or changed based on the needs of the project.
- Technical Strategy and Systems Design
- Assess PSA/LOX infrastructure gaps, delivery systems, and readiness for scale.
- Support the development of national oxygen strategies and roadmaps in partnership with NDoH.
- Design and recommend optimal supply models (centralized LOX, decentralized PSA, cylinder logistics) suited to various tiers of the health system.
- PSA and LOX Technical Support
- Provide expert technical review and oversight of PSA plant and LOX system planning, procurement specifications, installation, and commissioning.
- Provide technical inputs to the development of RFI, RFQs, tenders and other procurement documents.
- Ensure systems meet global standards (e.g., WHO, ISO 7396-1) and national regulatory requirements.
- Validate oxygen purity and pressure standards, flow requirements, and functional distribution networks (piping, manifolds, regulators).
- Build capacity of the health system at Angau Memorial Provincial Hospital (AMGH) to safely use and maintain the newly installed LOX system, including training for biomedical technicians and clinicians at the hospitals on quality assurance and safe and sustainable use of the LOX system.
- Capacity Building and System Strengthening
- Develop and deliver training programs for biomedical engineers, technicians, and plant operators on oxygen plant operation and maintenance.
- Support the institutionalization of preventive and corrective maintenance systems, including tools for asset tracking and uptime monitoring.
- Assist in developing SOPs, emergency response protocols, and energy-efficient plant management practices.
- Policy and Coordination
- Serve as a technical liaison between FHI 360, MOH, donors, and other implementing partners.
- Support policy dialogues on sustainable financing, public-private partnerships, and decentralized oxygen models.
- Contribute to advocacy and knowledge products on oxygen systems strengthening.
- Monitoring, Evaluation, and Learning
- Develop M&E frameworks and technical indicators to assess oxygen system functionality, availability, and usage.
- Contribute to implementation research, operational dashboards, and donor reporting requirements.
- Document and disseminate success stories, lessons learned, and innovations in oxygen ecosystem management.
- And Other relevant responsibilities as per indicated by program lead
- QUALIFICATIONS AND EXPERIENCE
- Advanced degrees in Mechanical or Biomedical Engineering, Civil Engineering, Health Systems Engineering, or related discipline.
- Applicable local, regional or international licensure in the technical area of expertise.
- Minimum of 5 years of experience in medical oxygen systems.
- Strong understanding of PSA plants, LOX supply chains, and oxygen delivery infrastructure.
- Experience working with Ministries of Health and donors (e.g., U.S. Government, Global Fund, WHO).
- Familiarity with international standards (e.g., WHO technical specs, ISO 7396-1).
- Proven ability to lead multidisciplinary teams and coordinate with government and partners.
- Strong communication, training, and stakeholder engagement skills.
- Fluency in English required.
- Experience in capacity building and program coordination with state institutions and non-governmental organizations.
- Experience in developing guidelines and SOPs for the classification and listing of medical devices.
- Good understanding of the organization of the health system in PNG.
- Experience in providing technical assistance for organizational capacity development.
- LOCATION OF WORK
Preferably in Port Moresby, Papua New Guinea. But the successful candidate can be based within the Asia-Pacific region, including Australia and New Zealand.
- TRAVEL REQUIREMENTS
The TA- Oxygen Ecosystem may conduct site visits when considered necessary. If the candidate is not based in Papua New Guinea, frequent travel to the country may be required.
