The International Organization for Migration (IOM) is a United Nations agency that is mandated to help ensure the orderly and humane management of migration, to promote international cooperation on migration issues, and to provide humanitarian assistance to migrants. IOM has been operating in Papua New Guinea since 2001, working on complex emergencies, providing humanitarian relief, and building capacity of the Government. With generous support from the Governments of Australia, the US and the EU, and in close partnership with Government partners, the UN country team and civil society, IOM is reaching displaced populations in remote communities, assisting stranded migrants, and safeguarding the rights of vulnerable groups. Operating through its Head office in Port Moresby and numerous satellite offices in the provinces, IOM’s programmes focus on disaster management, emergency preparedness and response, counter-trafficking in persons, assisted voluntary return, migration and border management, and integration.

Core Functions / Responsibilities

Under the overall supervision of the Chief of Mission (CoM) in Papua New Guinea and direct supervision of the Head of Resources Management; and, in collaboration with relevant units at Headquarters and the Administrative Centres, the successful candidate will be responsible and accountable for managing the financial functions in IOM Port Moresby, Papua New Guinea.

Specifically, the staff will:

  1. Assist in managing financial resources by monitoring and controlling assets, reserves, funds, etc. in accordance with IOM rules and regulations;
  2. Assist in preparing annual budget submission and revisions including estimating staff cost as well as rental and utilities, office equipment and supplies, printing, and other contracts, services or running expenses, to include in the budget;
  3. Extract and input data from various sources in financial or accounting systems as well as online platforms/applications;
  4. Assist in providing guidance in accounting, budget and financial related issues;
  5. Reviews all types of payments starting from purchases to payment requests verifying that they are duly authorized and all the supporting documents are attached therewith;
  6. Monitor regularly vendor advances, payables and receivables in close coordination with the Procurement, Logistics and Common Services staff;
  7. Perform claim verifications against documentation to ensure that purchases/services are properly authorized and that the goods have been received or services rendered;
  8. Perform the assigned PRISM role, generate the required reports and verify that relevant function is followed up and completed for the timely month-end account closure.
  9. Perform bank reconciliation, vendor housekeeping and accounts payable and accounting roles through SAP and the Online Invoice Payable Application (OIPA);
  10. Responsible for preparation and submission of GST returns, issues and liaising with the Internal Revenue Commission (IRC); prepare and submit GST returns on a monthly basis and follow up the receipt of GST reimbursement with IRC on a regular basis. Perform housekeeping of GST account and clearing of aged GST receivables during month-end account closure.
  11. Assist in the preparation of budget, accounting, financial, statistical reports and other reports as required;
  12. Ensure proper and systematic completion of all posted payments and other accounting documents including e-filing according to the established standards;
  13. Perform other related duties as required.

Required Qualifications and Experience


  • University degree in Accounting, Commerce, Business Administration with three years of relevant professional experience; or
  • High school diploma with five years of relevant professional experience
  • Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage.


  • Experience in management accounting, taxation, auditing, month/year end closing, financial administration including financial management and budgeting;
  • Experience using an Enterprise Resource Planning system;
  • Attention to detail, ability to organize paperwork in a methodical way;
  • Discreet, details and clients-oriented, patient and willingness to learn new things; and,
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
  • Previous work experience with the Internal Revenue Commission (IRC) an added advantage.


  • High level of computer literacy; Proficient in Microsoft Office applications e.g. Word, Excel, PowerPoint, E-mail, Outlook;
  • Ability to work with national and international institutions;
  • Ability to prepare clear and concise report;
  • Advanced spreadsheet and analytical skills;
  • Demonstrated ability to and exercise sound judgment;
  • Knowledge of International Public Sector Accounting Standards (IPSAS) an advantage; and,
  • Knowledge of SAP or Oracle highly desirable.


  • Fluency in English both oral and written is required.

Appointment will be subject to certification that the candidate is medically fit for appointment.
