Community Mobilisation Officer (Mt Hagen Based)

CARE International in PNG is recruiting a Community Mobilisation Officer for its WASH Project.

The water, sanitation and hygiene project (WASH) aim to improve access to WASH services in up to 50 schools, 9 health care facilities and 200 communities in Hagen Central by helping them achieve open defecation-free status and improving hygiene practices and services.

The Community Mobilisation Officer will be responsible for planning, implementation, monitoring and reporting on the Community mobilisation component of the WASH Project in the Mt.Hagen. This position will work closely with the WASH project team and especially with health, hygiene promotion and gender technical staff to ensure the efficient implementation of project activities project activities in line with the approved proposal. The Community Mobilisation Officer will be responsibility for engaging communities, schools and health clinics in promotion of WASH initiatives. This work may require travel to rural, remote project sites. The Community Mobilisation Officer has no direct report.


  • Minimum technical diploma and/or vocational training in Community Development, Statistics, Communications or other related fields and/or minimum 3 years relevant work experience preferably with an International Non-Government Organisation (INGO) and/or private company
  • At least 3 years of experience working with NGOs in community development, gender and protection, and social inclusion preferably in the Highlands Region;
  • Proven skills and experience in facilitating training and capacity-building initiatives at community level.
  • A willingness to learn about CARE, gender equality and women’s empowerment activities
  • Demonstrated understanding of the different roles of women and men in their communities and the impact of these on development
  • Demonstrated organisational and time management skills, working in a team and the ability to work under pressure and to organise and manage workload to meet deadlines
  • Good interpersonal skills, sound judgment, planning, problem solving and team building skills
  • Physically fit and able to travel and work in remote locations.
  • Ability to work and operate with minimum supervision
  • Be available to travel/work on weekends and outside normal working hours
  • Fluent communication skills in Pidgin and intermediate oral and written English
  • Experience with Microsoft Office (Word, Excel, Outlook, etc.) and numeric skills.
