This is an exciting time for our work in PNG. We have a strong team with ongoing and growing programs. The incoming Country Director will lead the team to commence a new multi-year water, sanitation, and hygiene (WASH) program that is focused on working collaboratively with district, provincial and national government to strengthen their WASH capacity and address gender, equality and social inclusion outcomes through WASH.

WaterAid PNG is well positioned to continue national level engagement with the government and key stakeholders through its presence in Port Moresby and project office in Wewak where we work closely with our partners.

WaterAid has been working in PNG since 2004 and our vision is that all Papua New Guineans should have access to safe water, sanitation and hygiene by 2030.

Explanation of the role

The Country Director (CD) provides leadership and management of WaterAid PNG’s Country Program, leading our policy and advocacy with national government and other development stakeholders, and supporting the implementation of programs focused on WASH sector strengthening, WASH and hygiene behavior change implemented through collaboration with sports organisations, and WASH and menstrual hygiene management.

This position involves championing, monitoring and reviewing the implementation of our Country Strategy (2017-2020), and will lead the development of the next strategy. The Country Director is accountable for ensuring that WaterAid PNG achieves its strategic objectives and has effective operations in order to promote and secure people’s rights with regards access to safe water, improved hygiene and sanitation.

A key goal for the Country Director will be supporting PNG staff to take on more senior positions within the organisation. Ideally, the Country Director will identify and mentor a PNG colleague to be their successor.

It is a requirement of this role that you are able to commit to up to 4 weeks international travel per year. The role also requires travel to rural and remote parts of PNG. For more information go to

Key Accountabilities

Reporting to the regional Director of Policy and Programs based in Australia, the CD will support the WaterAid PNG team and partners to develop and implement the Country Strategy and manage operations as follows:

  1. Country Strategy Development & Implementation
    1. The CD will lead the development, implementation and quality management of the country strategy so it maximizes impact for people’s access to water, sanitation and hygiene, with a commitment to building sustainability through PNG-led solutions.
    2. The planning and tracking of progress of the implementation of the Country Strategy, including the development and review of annual business plans.
    3. Manage the process of support to partners, sustaining formal, long-term relationships, and identification of appropriate partner organizations.

  1. Program Development
    1. Ensure program design and implementation maintains focus on achieving Country Strategy objectives
    2. Guide business development, staying aware of the local funding context and identifying appropriate opportunities to increase income to deliver the country strategy.
    3. Support the Program Director to ensure that strong M & E and quality control procedures are understood and implemented by program staff, both from WaterAid and partner organizations.

  1. Policy and Influencing
  • Develop the organization’s profile & influence, including approving the development of communications products (press releases, brochures, stories).
  • Build and maintain effective working relationships with relevant officials in government, civil society, donors, partners and other international organizations.
  • Support activities to deliver outcomes on priority advocacy issues.
  • Ensure that information requests are serviced in a timely way and that effective country contributions are made to global advocacy initiatives and priorities.
  • Represent WaterAid in external events or suitably delegate.

  1. People & Organisational Development
  • Provide overall leadership to WaterAid PNG staff, coach, mentor and motivate team members and ensure team synergy, including leading the senior management team.
  • Line manage a number of senior direct reports including supporting work plan development and performance management.
  • Uphold WA values and code of conduct, including the development of and support to a culture & work environment that reflects WaterAid’s values.
  • Provide leadership to People & Organisational Development function, uphold the relevant Human Resource Policies, Procedures and practices with support from the Operations Manager.
  • Contribute as a member of WaterAid’s Global and Australian leadership teams to support organizational effectiveness and development.
  • Support mechanisms to ensure effective contact and working relationship between WaterAid PNG staff and relevant contacts in the WaterAid Australia Office and other members across WaterAid International.
  • Support the Operations Team to ensure country office policies, procedures, guidelines and risk registers are in place, updated and disseminated.

  1. Financial Management
  • Support the Operations and Programs Teams to ensure the efficient and proper use of funds, supporting team in the development and management of the country program and grant level budgets.
  • Support the Operations and Programs Teams to ensure compliance with donor monitoring, spending and legal requirements.
  • Lead the identification of in-country resources to support our planned work, and to make best use of resources available to maximise impact for achieving poor people’s rights to water, sanitation and hygiene.

Person Specification

The following criteria will be used to assess candidates for the post. All applicants must address these criteria in their application:

  • Degree or professional qualification in a relevant area (WASH, social sciences, development studies) or equivalent experience

  • 10-years’ experience working in senior management roles within an INGO

  • Experience in the development of policies, guidelines and procedures
  • Experience in program and finance management
  • Experience in mentoring and building the capacity of organisations, teams and staff members
