Accountabilities
|
|
The Deputy Chief Secretary - Operations is responsible to the Chief Secretary for:
- provision of authoritative, impartial and professional advice; and
- support in the exercise and performance of the Chief Secretary's obligations and functions under the Bougainville Public Services (Management and Administration) Act 2014 (the Public Service Act), and other Bougainville laws; and
- reporting on the progress of implementation of relevant decisions of the Bougainville Executive Council.
The Deputy Chief Secretary - Operations is accountable to the Chief Secretary for:
- compliance with all lawful instructions issued by the Chief Secretary;
- provision of timely reports to the Chief Secretary in respect of the implementation of the decisions of the Bougainville Executive Council, and of lawful instructions issued by the Chief Secretary;
- (through the Director) managing the operations of the Directorate of Public Affairs, Media and Communication, and providing leadership to the other officers of the Directorate, to ensure the successful management and administration of its operations and functions;
- ensuring the efficient and effective utilisation of goods and services allocated to, procured by or in the possession of the Department;
- compliance with, and application and enforcement of the Code of Conduct and Ethical Behaviour of the Bougainville Public Service, and the staff performance management and disciplinary provisions of the Public Service Act;
- implementation of the ABG's gender equity and social inclusion policies;
- performance of all other duties and responsibilities as may be set out elsewhere in this job description, or in the Deputy Chief Secretary's terms and conditions of appointment.

Critical areas of success
|
|
The performance of the Deputy Chief Secretary - Operations will be assessed against the following outcomes:
- the ABG has in place a robust and sustainable public affairs and communications framework that promotes the best use of appropriate technology and resources to collect, collate and disseminate relevant information to the people of Bougainville;
- policies have been developed and programs and services have been delivered that support the Department's mandated functions;
- high quality, pro-active policy advice and support has been provided to the Chief Secretary;
- the service delivery capability within the Department has been strengthened, focusing resources on areas where they can be most effective in terms of delivering:
- high quality policy advice to government;
- efficient provision of services related to its core functions;
- high-level customer service directed at meeting the needs of all its clients;
- the ABG's policy objectives are being implemented in accordance with the Department's Corporate Plan;
- leadership has been provided to lift and maintain the productivity of the Department;
- such other outcomes as may be specified in the officer's annual performance agreement.

Appointment
|
|
The Deputy Chief Secretary - Operations is appointed by the Bougainville Senior Appointments Committee, in accordance with the Constitution and the Bougainville Senior Appointments Act 2014. The conditions of employment for the Deputy Chief Secretary - Operations will be set out in the written offer of appointment from the Bougainville Senior Appointments Committee.
A person appointed as Deputy Chief Secretary - Operations holds office for 5 years from the date of appointment, or until the person:
(a) resigns; or
(b) reaches the age of 65 years; or
(c) ceases to be qualified for appointment as Deputy Chief Secretary - Operations; or
(d) is removed from office under Section 37 of the Bougainville Senior Appointments Act.
While holding office, the Deputy Chief Secretary - Operations must not:
(a) actively engage in politics; or
(b) engage, either directly or indirectly, in the management or control of a corporation or other body carrying on a business for profit.
A person appointed as Deputy Chief Secretary - Operations is eligible for reappointment at the conclusion of the person's term of office, as long as the person remains qualified for appointment.

Excellent leadership is essential to ensuring that the Department, and the Public Service as a whole, can function effectively. As a senior office-holder, the Deputy Chief Secretary – Operations is expected to lead by example. The Deputy Chief Secretary – Operations will work in a spirit of service and strive towards the overall goal of a world-class, professional public service, serving the government of the day and meeting the needs of all Bougainvilleans.

Profile
|
The Deputy Chief Secretary – Operations will be a proven leader, able to demonstrate current experience in a senior managerial position, whether in government or the private sector. To be considered suitable for appointment, an applicant, by providing evidence of skills and career experience, will be able to demonstrate the following qualities:
- a comprehensive understanding of the autonomy arrangements under the Bougainville Peace Agreement and relevant constitutional provisions;
- executive leadership capability, with an ability to motivate and interact with people at all levels, in order to maximise the quality and contributions of the Department in delivering practical outcomes;
- an ability to think strategically and analytically about the highly complex, sensitive and technical issues facing the ABG, and to then translate that thinking into practical effort, directed towards achieving goals within available resources;
- proven communication skills, accompanied by an ability to develop and maintain effective and positive working relationships with key stakeholders;
- a reputation for independence, fairness and sound judgment, while maintaining the highest standards of honesty and personal and professional integrity.
Desired experience and qualifications

To be appointed as Deputy Chief Secretary – Operations, a person will:
- hold a appropriate tertiary qualification in public policy, business administration from a recognised institution nationally or internationally;
- have at least 5 years' recent experience as a senior manager within government or the private sector; and
- under 60 years of age at the time of appointment; and
- be a fit and proper person to be appointed to the Bougainville Public Service.
Mandatory matters regarding qualification for appointment

Under Section 25 of the Bougainville Senior Appointments Act 2014, a person is not qualified for appointment as Deputy Chief Secretary - Operations if the person is:
- a member of, or a candidate for election to, the House of Representatives, the National Parliament, a Provincial Government, a community government or other local-level government body or authority; or
- an office-holder in a registered political party; or
- an undischarged bankrupt; or
- of unsound mind; or
- under sentence of death or imprisonment; or
- aged 65 years or older.
