Finance Manager (Goroka Based)

CARE International in PNG is recruiting a Finance Manager for its Program Support Team.

CARE is an international development and humanitarian aid organisation fighting global poverty, with a special focus on working with women and girls to bring lasting change to their communities. CARE International in Papua New Guinea has a focus on Gender Equality, Disaster Risk Reduction (DRR), Climate Change Adaptation (CCA), Agriculture and Health.

The Finance Manager, is responsible in leading the Finance Department in CARE International PNG. This position is responsible for all aspects of financial management, working collaboratively to ensure compliance with CARE International internal policies, procedures and donor regulations. S/he works under the direction of Assistant Country Director-Program Support and is responsible for all financial functions including accounting, cash management, payroll, budgeting, financial reporting and grant financial management and compliance.

The Finance Manager provides timely reports and assistance to the Programmes department and SMT members to ensure that financial resources are use efficiently and effectively.


  • Minimum Bachelor’s degree in Accounting or equivalent and/ or a 4- 5 years relevant work experience, preferably in finance and/ or management for an International Non-Government Organisation (INGO);
  • Qualified Certified Practicing Accountant (CPA);
  • Knowledge of relevant PNG laws;
  • Demonstrated high level organisational, financial and time management skills, including the ability to plan and manage workflows and balance competing priorities to ensure timely processing to meet deadlines in a complex environment;
  • Demonstrated understanding of gender equality and a commitment to CARE’s approach and values including ethnic diversity and cultural sensitivity;
  • Proven understanding of working with an International Non-Government Organisation (INGO) and a willingness to learn about CARE, gender equality and women’s empowerment activities;
  • Demonstrated understanding of gender equality and a commitment to CARE’s approach and values including ethnic diversity and cultural sensitivity;
  • Demonstrated strong leadership, decision making, problem solving, planning, analytical and influencing skills;
  • Demonstrated experience in effectively leading, people management and motivating a team;
  • Demonstrated characteristics in honesty, reliability, trustworthiness with the ability to maintain confidentiality;
  • Representational skills including developing networks and relationships with key stakeholders;
  • Fluent oral and written communication skills in both Pidgin and English; and
  • Fully conversant in Microsoft Office with knowledge in Microsoft Word, Power Point, Excel, financial management software, preferably SUN System.
