POSITION TITLE: General Manager - PNG

AREA: Management, HR, Programs, Finance & Fundraising

LOCATION: KTF Port Moresby Head Office

TYPE / DURATION: Full time – 12 month contract

REPORTING TO: Chief Executive Officer

ROLE & RESPONSIBILITIES:

Reporting directly to the Chief Executive Officer, the key accountabilities of the General Manager – PNG role will include:

  • Responsibility for the day-to-day operational management, administration and legal compliance of the organization in PNG;
  • Assist in the development and promotion of the overall KTF strategic direction;
  • Leading a focused team in the implementation of the annual operational plan including delivery and monitoring of projects and programs;
  • Provide direction in the development of new projects and programs;
  • Identify new fundraising opportunities that will help diversify and further strengthen KTF’s revenue sources;
  • Foster relationships with existing donors and supporters;
  • Strategically plan and identify opportunities for KTF to position itself for leadership and influence in the sector;
  • Maintain up-to-date expertise on needs and issues relevant to KTF’s core operations including monitoring education, health, environmental, and livelihoods developments in the sector;
  • Support the annual establishment of budgets and monitor budget performance, taking corrective actions when required to ensure budget targets are met;
  • Oversee the implementation of project-level monitoring and quarterly data collection including financial reporting;
  • Actively engage with the media in PNG related to KTF issues in order to raise KTF’s profile.

DUTIES

The General Manager-PNG reports directly to the CEO of KTF. Key duties of the GM-PNG role include:

Strategy and Vision

  • Work with the KTF leadership team to implement KTF’s strategic vision across all functions of the organisation;
  • Identify areas of growth for programs, human resource capacity and fundraising diversification;
  • Feed into the organisation’s plans for ongoing geographical, program and project expansion.

Human Resource Management

  • Manage the human resource function in PNG comprising organization and project driven teams in Port Moresby, Western, Oro and New Ireland Provinces. Direct management of the Port Moresby team and co-management of the in-field teams.
  • Manage recruitment processes in PNG;
  • Implement performance management processes for PNG based staff (direct management of the Port Moresby team and co-management of the in-field teams);
  • Schedule learning and development activities with assistance from head office;
  • Oversee policy and systems training and understanding and implementation of organization-wide policies.

Operations and Office Administration

  • Strengthen PNG office practices, policies and procedures;
  • Assist the CFO with strengthening PNG financial and risk management systems;
  • Assist the COO with monitoring up to date security and safety issues;
  • Manage the effective administration of the Port Moresby office including stationery ordering, storage management, technology, telecommunications;
  • Liaison with building management to resolve issues concerning the office.

Communications and Fundraising

  • Work with the leadership team to identify and pursue funding opportunities for existing and new development activities in PNG;
  • Where required, assist with business development activities including holding relationships with donors;
  • Attend relevant events;
  • Assist with drafting communications relating to KTF’s projects including project updates, donor reports & acquittals, fundraising proposals and social media posts;
  • Represent KTF in the PNG media when and as required;
  • Contribute to the raising of KTF’s profile in PNG.

Program Design, Management & MEL

  • Participate in project concept and design phases of the project management lifecycle;
  • Support the identification of potential partners and follow KTF partnership procedures. Partners could include community members, project stakeholders, donors and government (Papua New Guinean and Australian);
  • Work with project staff to implement and project manage all KTF projects across PNG including logistics management, personnel and partner management and budget management;
  • Take a project lead on select projects;
  • Effectively manage monitoring and evaluation activities including the drafting of and collecting quarterly reports, participating in community consultations and writing project updates and reports;
  • Implement KTF monitoring and evaluation framework across all projects.

Financial planning, management and reporting

  • Support the CEO and CFO to implement and maintain robust financial and operational management systems to increase organisational efficiency, accountability, transparency and informed decision-making;
  • Support the CFO to manage the procurement process of major assets and to implement KTF’s Procurement and Value for Money policies.

Partners

  • Understand the requirements of management, support and capacity building of financial, implementing partners, and co-delivery partners, and relevant ANCP accreditation criteria associated with partners;
  • Work with program staff to assess and develop the capacity of partners;
  • Work with program staff to assess and develop the internal systems and capacity of co-delivery partners.

Selection Criteria

  • Tertiary qualifications in International Aid and/or Development, Business Management, Economics or related fields.
  • Minimum of 5 years broad management experience including at least 3 years in a senior management role with staff management responsibility, preferably in a not-for-profit environment.
  • Demonstrated excellence in managing teams including the human resource function, professional development and capacity building.
  • Demonstrated experience in program management, preferably in an international development, not-for-profit environment.
  • Demonstrated ability to lead, manage and motivate
  • Strong oral and written communication skills and the ability to build and maintain effective professional relationships with key
  • Strong interpersonal skills.
  • Ability to show initiative and demonstrate high level organisational skills including being able to work to deadlines, prioritise work, and manage multiple matters
  • Desirable: prior experience working with an NGO accredited with DFAT’s ANCP program
  • Desirable: understanding of regulatory compliance in Papua New Guinea

The role is open to applicants based in Port Moresby who will work from our Port Moresby office. The position does not include housing or other benefits. We will prioritize Papua New Guineans for this position.
