Q2I is pleased to implement the five-year (2024-2029) United States Agency for International Development (USAID)-funded Papua New Guinea (PNG) Peace Project. Q2I is dedicated to creating a dynamic peacebuilding paradigm, deeply rooted in the complex terrains of Hela and Morobe provinces. Our methodology is anchored in a data-centric collaborating, learning, and adapting (CLA) approach leveraging real-time data and active stakeholder engagement to tailor adaptability and learning in conflict-sensitive environments. Q2I understands that a cross-sectoral approach to peacebuilding and leveraging local partnerships are key to addressing drivers of fragility including applying lessons learned from locally-led community peacebuilding initiatives driven by women and youth.

Q2I is seeking a dedicated and experienced Grants and Operations Manager, who will play a key role in managing the grant process, ensuring compliance with USAID regulations, and supporting the effective implementation of grant-funded programs. The Grants and Operations Manager will oversee all organizational processes, including logistics, procurement, security, mobilization of staff, office organization, and administrative systems.

PRIMARY RESPONSIBILITIES

  • Develop and oversee grants, procurement, and logistics processes and procedures.
  • Oversee the full grant lifecycle, from solicitation and selection to closeout, ensuring adherence to USAID rules and regulations. Draft solicitation documentation, including RFAs/APSs, evaluation memos, and selection justifications.
  • Manage the selection process during proposal evaluations, negotiating with awardees, and drafting, reviewing, and finalizing the resulting subaward document.
  • Monitor grant budgets, track expenditures, and provide financial oversight to ensure funds are utilized efficiently and effectively.
  • Provide technical assistance and capacity building support to grant recipients to enhance their understanding of grant compliance and reporting obligations.
  • Prepare and submit timely and accurate reports, documenting grant activities, achievements, challenges, and lessons learned.
  • Identify potential risks and challenges related to grant implementation and develop mitigation strategies to address them proactively.
  • Help design and implement operational policies for achieving project efficiencies.
  • Monitor long-term service contracts and ensure vendors are performing as per contract terms.
  • Collect approved invoices and prepare payment request forms to be submitted to the finance team for vendor payment processing.
  • Support the Director of Finance and Administration (DFA) in developing and managing activity budgets.
  • Provide support to the finance team in fulfilling reporting requirements.
  • Coordinate maintenance and repairs of office and IT equipment, as well as any maintenance related to office space.
  • Work closely with the security vendor to ensure the safety of staff.
  • Mentor team members on USAID/Q2I procurement policies and procedures.
  • Perform other duties as assigned by the DFA and the Chief of Party.

MINIMUM EDUCATION, EXPERIENCE, SKILLS & QUALIFICATIONS

  • Bachelor’s degree in business administration, finance, or other related field.
  • Seven years’ relevant experience managing operations and logistics for international development activities.
  • Three to five years of experience in grant management, preferably within the context of USAID-funded projects and cooperative agreements.
  • Strong knowledge of USAID rules and regulations.
  • Demonstrated knowledge and familiarity with Papua New Guinea’s operating environment is preferred.
  • Ability to multi-task and adapt quickly to changing priorities.
  • Strong organizational skills with a problem-solving attitude.
  • Good analytical and strategic thinking skills.
  • Excellent written and verbal communication skills in English required.

This position reports to the DFA.
