Pikinini Kisim Save Program is a large 3-year education program funded by the Australian Government through the PNG Partnerships Fund (PPF). The program, will work in consortium across 4 provinces. The program aims to address the gaps in elementary education by strengthening existing education stakeholders and service providers in three key areas: 1) quality of elementary teaching to improve literacy learning outcomes; 2) community and parental support for girls’ education; and 3) subnational management and coordination in the education sector. Consortium partners include INGOs, government agencies, tertiary educational institutions, and Church Education Agencies.

We are looking to hire highly motivated individuals who can fill the roles of:

Grants Officer (Based in Goroka)

The Grants Officer is responsible for providing financial reporting and compliance support to CARE project implementation team, project partners and sub-grantees, and ensuring financial reporting is in accordance with CARE and donor requirements. This role with support from the PKS Grants Manager assists with ensuring that partner financial reports are submitted correctly and on time and contributes to quality donor reporting.

Key Responsibilities

Compliance and Monitoring of Program Implementation

  • Ensure knowledge and compliance of all donor regulations and CARE PNG policies and protocols
  • Work collaboratively with the Grants Manager in developing reporting templates
  • Review partner monthly financial reports and track if expenditures are on track and in line with work plans

Partner and Sub-Grantee Management

  • Support the Grants Manager in the preparation and monitoring of all partner MOUs, agreements or sub grantee contracts and ensure compliance with donor and CARE requirements
  • Work with partners, sub-grantees and PKS Project sites to ensure weekly Journals and Acquittals are submitted on time
  • Check the Journal and Acquittals to ensure all necessary policies and protocols complied are in place, in alignment with CARE and donor requirements.
  • Monitor partners through their report to identify capacity gap with reporting requirements and identify training need
  • Support Grants Manager to prepare monthly Budget vs Actual Report for the Project
  • Collect the in-Kind-Contribution information, update and report to Grants Manager monthly

Experience and Qualifications

  • Minimum technical diploma and/or vocational training in Accounting, Finance or other related fields and/or minimum 3 years relevant work experience, preferably with an International Non-Government Organisation (INGO) and/or private company;
  • Demonstrated experience in following standard policies, procedures and processes and ensure the implementation of basic standard transactions;
  • A willingness to learn about CARE, gender equality and women’s empowerment activities;
  • Proven ability to manage and acquit a cash advance;
  • Demonstrated good interpersonal skills, sound judgment, planning, problem solving and team building skills;
  • Demonstrated organisational and time management skills and ability to work under pressure and to organise and manage workload to meet deadlines;
  • Demonstrated characteristics in honesty, reliability, trustworthiness with the ability to maintain confidentiality;
  • Demonstrated ability to contribute to group objectives and work effectively in a group setting;
  • Intermediate communication skills in Pidgin and good oral and written English; and
  • Good in Microsoft Office with knowledge in Microsoft Word and Excel and intermediate numeric skills (knowledge of SUN systems an advantage)
