IT Development Manager

Job Description

Collaborate with the design and development disciplines primarily acting as the bridge between design intent and implementation. Bring project concepts to life as quickly and tangibly as possible, regardless of the ultimate delivery medium but with an early understanding of industry trends and tools, technical feasibility and implications. Demonstrate the value of prototyping as an integral and regular step in the design process of conceptualizing, refining and finalising an inventive solution, service or product.

While most people have no idea what you do or how you do it, you know exactly what it takes to collaborate, ideate and provide technical guidance to help take a project from concept through to deployment. Our teams will rely heavily on your skills and expertise as you translate the creative vision into technical implementations and integrate with back end technologies.

Your role will report directly to the Operations and General Manager of Omni Limited.

Your Role

While there will never be a “typical day” at Omni Limited, we’ve highlighted a few of your exciting responsibilities:

  • Provide technical leadership on enterprise scale front and back-end web application projects while concurrently overseeing other development teams on several projects across different offices and geographies;
  • Apply strong business and client facing abilities to support business development opportunities and build long-term relationships in addition to manage project delivery;
  • Oversee and participate in design, architecture, documentation, development, debugging and deployment efforts while addressing cross-browser and cross-platform concepts and concerns;
  • Create project estimates, define scope requirements, structure projects, develop coding standards, methodology and repeatable processes;
  • Create and distribute reusable sales and delivery content to internal and external design, business, sales and technical counterparts; and
  • Plan, organise, control and evaluate IT and electronic data operations.

Job Requirements

Qualifications & Requirements

  • 5+ years of experience working at a design, development, consulting agency, web start-up or equivalent education/professional experience in IT project management; and
  • A valid Papua New Guinean drivers license.


  • Strong attention to detail and understanding of design concepts to provide leadership perspective on front and back-end technologies and the overall impact of the creative process;
  • Excellent written and oral communication skills;
  • Good understanding of network infrastructure in Papua New Guinea and how IXPs, ISPs and CDNs operate;
  • Good understanding of data security and application of industry best practices;
  • Strong understanding of both SysOps (System Operations), DevOps (Development Operations) and their relationship with distributed cloud computing;
  • Strong client facing abilities - The ability to communicate effectively with a variety of clients both in the public and private sectors of Papua New Guinea;
  • Experience in creating project estimates, defining scope requirements and structuring projects;
  • Ability to lead local and overseas teams;
  • Strong communication and organisation skills with an ability to thrive in a fast-paced production deadline-driven environment both internal and client facing; and
  • Experience in setting up and utilising Agile/Scrum processes to develop large-scale projects from concept to deployment.
