World Vision PNG currently has a vacancy for the Position of Senior People & Culture (HR) Business Partner-Employee Relations & Capacity Building. based at Country Programme Office, Port Moresby.

PURPOSE OF THIS ASSIGNMENT

The Senior P&C Business Partner (HR)-Employee Relations & Capacity Building will support and facilitate P&C Services and Organizational development interventions in the Country office to enhance organizational performance and individual effectiveness in achieving the overall mission and goals of World Vision Pacific Timor Leste Country Office (CO). Ensure aligning of CO P&C processes, systems, policies and procedures with National/ Country Office strategy and structure to increase productivity and delivery of services to the poor.

MAJOR ROLES & RESPONSIBILITIES

The major roles & responsibilities includes Strategy Management, Knowledge Management, Partnering , Capacity Building, Internal & External Relationship Management, Operational Support, Administrative Support, and WV Christian Living but not limited;

  • Contribute to the development of country P&C Strategy, priorities & annual plan in support of and in alignment with CO P&C (HR) strategies & Priorities.
  • Support the CO in developing effective P&C Strategies and plans appropriate to their context in alignment with the sub regional, regional and global P&C strategies and priorities.
  • Contribute to Organisation wide communication and change management processes to support implementation of CO P&C strategy.
  • Facilitate mutual learning between CO`s within the Pacific Timor Leste (PTL) office by disseminating best practise in P&C (HR).
  • Harness the expertise and the experiences in P&C new initiatives within the CO.
  • Contribute to the establishment and use of database and e-resources including good practises relating to P&C as part of wider knowledge management strategy.
  • Participate in actively contribute as a member of P&C (HR) community on best Practise (CoP).
  • Ensure standard implementation of WV CO & P&C (HR) Philosophy, practises, procedures and policies.
  • Ensure compliance to local Labor & Tax laws and practises, ensuring that area programs meet minimum labour law and taxation law standards.
  • Promote awareness of key WV P&C (HR) Policies on child abuse, conflict of interest sexual harassment etc.
  • Collaborate with P&C (HR) ensuring compliance to internal Control P&C (HR) audit standards.
  • Overseeing the appropriate staffing level in the area programme Area, providing coaching on hiring, firing, performance management/evaluation of staff.
  • Contribute to the assessment, development and implementation of an integrated capacity building plan based on area program priorities and Strategy.
  • Focal point for P&C (HR) issues in the area program offices.
  • Facilitate consultative meetings and group processes during negotiations & conflict resolutions.
  • Contribute to ongoing review, learning and revision of WV PTL P&C Policies and procedures.
  • Provide ongoing staff care support when necessary.

KNOWLEDGE, SKILLS & ABILITIES

  • Holds Bachelor Degree in Human Resources Management, Physiology, Business Management, strategic Management or similar.
  • At least 3+ years of professional experience in the similar role.
  • Proactive working style and proven ability to identify and mitigate risks, problem solving, and effectively manage conflict required.
  • Strong interpersonal skills required. Experience managing cross-cultural teams preferred.
  • Willingness to travel to very remote communities required.
