Pikinini Kisim Save Program is a large 3-year education program funded by the Australian Government through the PNG Partnerships Fund (PPF). The program, will work in consortium across 4 provinces. The program aims to address the gaps in elementary education by strengthening existing education stakeholders and service providers in three key areas: 1) quality of elementary teaching to improve literacy learning outcomes; 2) community and parental support for girls’ education; and 3) subnational management and coordination in the education sector. Consortium partners include INGOs, government agencies, tertiary educational institutions, and Church Education Agencies.

We are looking to hire highly motivated individuals who can fill the roles of:

Reporting Officer (Based in Goroka)

The Reporting Officer is responsible for providing reporting and compliance support to CARE project implementation team, project partners and sub-grantees, and ensuring reporting is in accordance with CARE and donor requirements. This role with support from the Pikinini Kisim Save Grants Manager ensures that partner narrative reports are submitted correctly and on time and contributes to high quality donor reporting.

Key Responsibilities

Compliance and Monitoring of Program Implementation

  • Ensure knowledge and compliance of donor regulations and CARE PNG policies and protocols
  • Work collaboratively with the Grants Manager in developing (narrative) reporting templates
  • Review project implementation reports and partner quarterly narrative reports to ensure activities are on track and in-line with work plans and compliant with donor regulations and CARE PNG policies and protocols

Partner and Sub-Grantee Management

  • Support the Grants Manager in the preparation and monitoring of partner MOUs, agreements or sub-grantee contracts and ensure compliance with donor and CARE requirements
  • Support timely & accuracy of submission of narrative reports by partners or sub-grantees
  • Work with partners and sub-grantees to ensure all necessary policies and protocols are in place, in alignment with CARE and donor requirements, including child protection, anti-fraud and anti-terror
  • monitor partners to identify capacity gap with reporting requirements and identify training needs
  • Provide support visits to partners and sub-grantees to build skills and capacity in relation to contract and reporting requirements

Experience and Qualifications

  • Minimum technical diploma and/or vocational training in Policy and Administration or other related fields and/or minimum 3 years relevant work experience, preferably with an International Non-Government Organisation (INGO);
  • Demonstrated experience in following standard policies, procedures and processes and ensure the implementation of basic standard transactions;
  • Demonstrated excellent organisational and time management skills and ability to work under pressure and to organise and manage workload to meet deadlines;
  • A willingness to learn about CARE, gender equality and women’s empowerment activities;
  • Proven ability to manage and acquit a cash advance;
  • Demonstrated good interpersonal skills, sound judgment, planning, problem solving and team building skills;
  • Demonstrated characteristics in honesty, reliability, trustworthiness with the ability to maintain confidentiality;
  • Demonstrated ability to contribute to group objectives and work effectively in a group setting;
  • Intermediate communication skills in Pidgin and good oral and written English; and
  • Good in Microsoft Office with knowledge in Microsoft Word and Excel
