Job Specification

Responsibilities

  • Responsible for ensuring timely and accurate financial reporting across all entities, including the preparation of monthly, quarterly, and annual financial statements.
  • Oversees student fee billings and receipting processes to ensure accurate and timely collection of tuition fees from students across all schools and the TAFE college.
  • Manages enrollment records and ensures accurate tracking of students who have paid fees and those who haven't, implementing systems to follow up on outstanding payments and maintain compliance with fee payment deadlines.
  • Coordinates the year-end audit process with external auditors to produce audited financial statements for each school and the TAFE college, ensuring compliance with regulatory requirements and internal policies.
  • Develops and maintains comprehensive financial forecasts and budgets for each school and the TAFE college, working closely with school administrators to align financial goals with strategic objectives.
  • Manages cash flow across all entities, optimizing liquidity while ensuring sufficient funds are available to meet operational needs and strategic initiatives.
  • Provides guidance on tax obligations and regulatory requirements relevant to operating educational institutions in Papua New Guinea, ensuring compliance with local laws and regulations.
  • Oversees the implementation and maintenance of financial management systems (ERP), including accounting software and reporting tools, to streamline processes and enhance efficiency in financial operations.
  • Analyzes financial performance data to provide insights and recommendations for improving operational efficiency, revenue growth, and cost management across all schools and the TAFE college.
  • Identifies and assesses financial risks associated with operating educational institutions in PNG, developing strategies to mitigate risks and protect the agency's financial interests.

Qualifications/Experience

Skills and Attributes

  • CPA qualified with a minimum of Bachelor’s degree in Accounting and Finance
  • Proven knowledge in Data Analysis, Advanced Excel, Power BI or Data Visualisation, Statistical analysis, Business Intelligence, Financial Planning and Forecasting and Cost-benefit analysis
  • Excellent verbal and written communication and presentation skills
  • In-depth knowledge of financial reporting standards (IFRS), tax regulations (PNG Tax Act) and industry legislation
  • Attention to detail
  • Interpersonal skills
  • Negotiation skills
