About the National Capital District Commission (NCDC) The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.
Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.
As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.
About the RoleThe Contract Administrator is responsible for supporting the Branch by overseeing and managing the contract administration of civil engineering contracts within the National Capital District (NCD). This includes projects related to infrastructure development, roadworks, bridges, and public drainage systems and subdivisions. The role requires close collaboration with the engineering team to ensure that all contractual obligations are met, regularly reviewed and updated, and that contracts comply with legal requirements and NCDC policies, address and resolve disputes that arise during the contract lifecycle and marinating professional record keeping and reporting.
Role PurposeThe Contracts Administrator, will oversee the full lifecycle of civil engineering contracts, ensuring every agreement strictly adheres to municipal regulations, industry standards, and relevant
PNG Laws. You will serve as a key bridge between project managers, legal counsel, and finance teams, providing expert guidance on contractual matters and actively managing contractor performance to ensure successful infrastructure delivery. Additionally, you will maintain rigorous financial oversight by monitoring budgets and contractor claims, providing the timely reporting necessary to track project progress and expenditure accurately.
Key Responsibilities - Contract Lifecycle Management: Prepare, review, and administer civil engineering contracts, ensuring all documentation and amendments strictly comply with NCDC regulations and legal requirements.
- Stakeholder Liaison & Guidance: Act as a central advisor to project managers and engineers, providing expert interpretation of contract provisions to support successful infrastructure delivery.
- Financial Oversight & Claims Processing: Review contractor invoices and payment claims for accuracy, ensuring project expenditures align with approved budgets and finance protocols.
- Performance & Dispute Resolution: Monitor contractor performance and manage the resolution of claims or disputes to minimize project delays and ensure contractual obligations are met.
- Reporting & Compliance: Generate timely reports on contract status, project progress, and financial risks, while facilitating audits and implementing recommended improvements.
- Records & Information Management: Develop and maintain secure electronic and physical filing systems to ensure all contract correspondence and project data are organized and confidential.
Education & Qualifications - Bachelor in civil engineering, construction management, business management, law or related equivalent.
- Must have drivers License (min. class 3)
- Must have Grade 12 certificate
Skills & Knowledge - Strong knowledge of contract law, NCDC regulations, and industry standards related to civil engineering projects.
- Knowledge of payment processes and approval processes for payment disbursements.
- Familiarity with project management processes, including project planning, scheduling, budgeting, and risk management.
- Knowledge of NCDC subdivisional code, Water PNG code of practise, Department of Works Roads & Bridges (2015), PNG Power electrical codes, National Capital District Commission Act (2001) an advantage.
- Strong Communication and Interpersonal Skills: Capable of collaborating effectively with staff and stakeholders with fairness, tact, discretion, and confidence.
- Teamwork and Service Orientation: Ability and willingness to work as part of a team, consistently delivering high-quality service and output while supporting the collective goals of the organization.
- Organisational and Time Management: Proven ability to manage multiple contracts and projects simultaneously, meet demands and deadlines, work under pressure, maintain confidentiality, and stay organized and self-disciplined. A high level of motivation, honesty, and reliability is essential.

Work Experience - A minimum of 5 years of hands-on experience in contract administration within the infrastructure or civil engineering sector.
- Proven experience in managing contracts for large-scale infrastructure projects, including roadworks and capital infrastructure projects.
