Job Overview
We are looking for an experienced and detail-oriented Customs Clearance Manager to lead our import and export operations from our Madang base. In this role, you will be the driving force behind seamless, compliant, and cost-effective cargo clearance across PNG ports — ensuring our supply chain keeps moving and our business stays ahead.
Key Responsibilities
- Manage end-to-end import and export clearance through the Papua New Guinea Customs Service, coordinating with licensed brokers, shipping lines, and freight forwarders.
- Ensure full compliance with the Customs Act 1951, ASYCUDA World declarations, IRC tax requirements, and NAQIA quarantine regulations.
- Review and approve all import/export documentation — including commercial invoices, bills of lading, packing lists, and import permits — and ensure accurate HS code classification.
- Act as the primary liaison with PNG Customs officials, port authorities, quarantine bodies, and regulatory agencies to facilitate timely cargo release.
- Monitor vessel arrivals and container movements, proactively managing demurrage, port storage, and clearance costs to avoid congestion-related expenses.
- Identify and mitigate compliance risks including documentation gaps, potential penalties, and operational disruptions at port.
- Supervise the customs clearance team and coordinate closely with warehouse, procurement, and logistics functions to align shipment planning with clearance readiness.
- Negotiate service rates with brokers and logistics partners, and maintain audit-ready records for internal and external reviews.
Required Qualifications & Skills
- Diploma or Degree in Logistics, Supply Chain Management, Business Administration, or a related field.
- Minimum 3–5 years of customs clearance or freight forwarding experience in Papua New Guinea.
- Demonstrated working knowledge of the PNG Customs Act 1951 and the ASYCUDA World system.
- Strong understanding of HS code classification, customs valuation, GST, and import duty frameworks.
- Experience liaising with PNG Customs Service, IRC, NAQIA, and port authorities.
- Proficient in reviewing shipping documentation and identifying discrepancies before lodgement.
- Strong negotiation skills with brokers, freight forwarders, and logistics service providers.
- Solid computer literacy including MS Office; experience with logistics or ERP systems is an advantage.
