The Child Nutrition and Social Protection Project is an 18-month project implemented from March 2025 to December 2026 in the provinces of East New Britain and Simbu.

Role Purpose

Reporting to the Senior Health and Nutrition Program Manager, the Deputy Team Leader – Technical will lead the implementation of evidence-based nutrition and health interventions aimed at improving child nutrition outcomes and strengthening social protection systems at country-level. The Deputy Team Leader – Technical will provide technical expertise, coordinate health and nutrition field activities, and ensure effective monitoring and reporting of health and nutrition activities. This role ensures alignment with national health priorities and World Bank guidelines, child nutrition and social protection principles and impact indicators to driving measurable improvements in child health outcomes and system strengthening.

Key Areas of Accountability

Technical Support & Implementation

  • Support the implementation of health and nutrition activities across all implementation areas. Develop and oversee the Save the Children in PNG’s health and nutrition strategy, ensuring integration with health and social protection systems.
  • Lead multi-sectoral coordination with government agencies, NGOs, and donor partners.
  • Ensure timely execution of programming activities across provinces, with at least 50 percent of time committed to field visits across Simbu and East New Britain each quarter.
  • Design and implement community-based nutrition programs targeting children under five (5) years and their care providers including pregnant/lactating women.
  • Provide technical guidance on Infant and Young Child Feeding (IYCF), micronutrient supplementation, and growth monitoring to Village Health Assistants (VHAs) and Community Development Workers (CDWs).
  • Assist in the rollout of nutrition-sensitive social protection interventions (e.g., conditional cash transfers linked to health visits).

Capacity Building

  • Lead training programs for health workers, targeting ≥80 percent coverage of frontline staff in priority districts.
  • Ensure ≥70 percent of health personnel across the implementation provinces and wards timely implement and align the services to integrated nutrition services.
  • Develop culturally appropriate IEC (Information, Education, Communication) materials for nutrition awareness campaigns.

Monitoring, Evaluation, Assessment, and Learning (MEAL)

  • Analyze nutrition-related data to track progress and inform decision-making.
  • Oversee data collection and reporting systems to track nutrition indicators.
  • Ensure 100 percent timely submission of monthly and quarterly reports with validated data.
  • Monitor progress toward reducing child stunting and wasting.
  • Timely submission to project reports, donor updates, and learning briefs.
  • Guide the development and dissemination of culturally appropriate IEC materials.
  • Track improvements in caregiver knowledge and practices through periodic KAP surveys.
  • Ensure data quality and ethical standards are met for nutrition sensitive indicators.

Stakeholder Engagement

  • Support the Senior Health and Nutrition Program Manager for donor engagement efforts with the World Bank and other development partners, ensuring alignment with project goals and national health priorities.
  • Prepare high-quality donor briefs, concept notes, and funding proposals, contributing to resource mobilization for nutrition and social protection initiatives.
  • Support the Senior Health and Nutrition Program Manager in donor engagements and national forum representations across technical working groups, and inter-agency coordination platforms.
  • Maintain strong relationships with government ministries, including Health, Social Welfare, and Finance, to ensure policy coherence and institutional support.
  • Track and report on donor satisfaction and engagement metrics, work with Program Development and Quality team identify and pursue co-financing opportunities with bilateral donors, philanthropic organizations, and private sector partners.

Skills and Qualifications

  • Bachelor’s degree in public health, Nutrition, or related field; Master’s degree is an advantage.
  • Minimum eight (8) years of experience in health/nutrition programming, with at least three (3) years in a managerial role.
  • Proven experience working with donor-funded projects, preferably World Bank or UN agencies.
  • Strong leadership, communication, and stakeholder engagement skills.
  • Strong understanding of PNG’s health system and cultural context.
  • Excellent communication, facilitation, and interpersonal skills.
  • Proficiency in data analytics (e.g., DHIS2, Excel, Kobo Toolbox).
  • Passion for improving child health and nutrition outcomes.
  • Ability to work independently and in multidisciplinary teams.
  • Willingness to travel to remote areas and adapt to challenging environments.
  • Fluency in English; knowledge of Tok Pisin or local languages is an asset.
