Position: Finance and Human Resources Officer
Full-Time, Fixed-Term position until 30 Sept 2026, with possible extension
Location: MAG PNG Office, Port Moresby, Papua New Guinea with travel throughout PNG, especially to MAG project locations.
Salary: The starting monthly salary for this position is 2960 PGK
About MAG:
MAG (Mines Advisory Group) is an international humanitarian organisation based in Manchester, UK, and working in 32 countries. We remove landmines and unexploded ordnance to release safe and productive land for communities, and work to reduce the threat of armed violence by supporting governments to safely manage weapons and ammunition. In 1997, MAG was a co-recipient of the Nobel Peace Prize for our work campaigning for the Anti-Personnel Mine Ban Convention.
About the role:
MAG PNG is currently seeking to recruit a Finance and Human Resources Officer to join the team in our Port Moresby office and contribute to our work on reducing armed violence in PNG. The Finance and Human Resources (HR) Officer is responsible for assisting the Country Director and Regional Finance Manager to ensure compliance with financial policies and procedures, manage payroll, maintain financial records and support the overall financial management of the programme with all financial matters related to the MAG Papua New Guinea programme, as well as providing HR support to the program.
Responsibilities include:
Payroll
- Collect timesheets and input any salary changes such as sick leave, unpaid leave etc
- Ensure accuracy of the data entered into payroll records to ensure all national staff salaries are paid correctly.
- Conduct all data processing, including data entry, producing payslips, reports etc.
- Ensure that the programme complies with all statutory payments, requirements and deductions
Accounting
- Assist the Regional Finance Manager to ensure transparent accounting and cost allocation systems are developed and implemented in accordance with contract and UK requirements.
- Preparation and posting of monthly cash & bank statements, prepayments, payroll, journal cashbook into MAG accounting software PSF.
- Assist the Country Director in ensuring that the programme is compliant with all statutory legislation, particularly with regard to company registration.
- Manage the short-term cash flow requirements of the programme, liaising with MAG UK to facilitate cash transfers. Monitor and report on the effects of exchange rate fluctuations between local and contract currencies
- Ensure a high level of financial control is in place across all activities (in all locations), including the development and maintenance of financial policies and procedures (tailored to the local context) to ensure compliance with Statutory, Client and MAG UK Finance requirements and policies
- Ensure that the programme delivers and accounts for all activities in accordance with local taxation requirements (e.g. Income Tax, Social Security, VAT, Corporation Tax etc.).
- Review and process payment requests, ensuring accuracy and adherence to policy
- Ensure all regular payments are made
- Maintain cash balance in the office safe, including conducting daily cash count, reporting any discrepancies to the Country Director immediately
- Update the cashbook on a daily basis with transactions and advances issued.
- Support the Country Director to prepare monthly financial reports or others as required
- Ensure the accurate completion of monthly bank reconciliation statements and prepare balance sheet reconciliations for liabilities, payroll, Salary Draw Downs, field advances, debtors etc.
- Assist in the monitoring of budgets and project spends
- Ensure accurate and complete accounting and that relevant records are maintained
- Facilitate and provide support to all donor and internal audits in co-ordination with the Country Director & UK.
Human Resources:
- Assist in recruitment processes, including drafting and posting job advertisements, coordinating interview arrangements, and together with the CD advising recruiting managers on selection procedures and best practices.
- Onboard new employees, including paperwork, orientation, and training coordination.
- Maintain employee records and update HR databases, ensuring they are kept up to date.
- Handle employee inquiries and provide day-to-day advice on MAG's terms and conditions and the application of HR policy, including annual leave, probationary reviews, sickness absence, and maternity leave.
- Draft a variety of correspondence for employees, including contract change letters, probation letters, leaver letters, etc.
- Provide support as necessary with employee relations issues and conflict resolution.
- Assist in HR policy and procedure compliance and updates, ensuring they align with current labour law.
General Responsibilities:

- Contribute to other fundraising initiatives where appropriate.
- Participate in meetings as relevant.

About you:
The successful candidate will:
- Essential Experience
- Professional experience working in a financial role, ideally for an NGO.
- Experience of processing payroll and management of cash flow.
- Admin experience
- Essential Qualifications
- Tertiary education in accounting (with professional accreditation highly desirable)
- Essential Skills and Knowledge
- Effective financial management skills
- Knowledge of finance systems and procedures.
- Proficiency in databases and Microsoft Office Suite
- Language requirements – Fluent in written/spoken English
- Essential Aptitude
- Ability to meet deadlines and work calmly under pressure
- Ability to work with minimal supervision
- Detail-oriented with strong analytical and problem solving skills
- Ability to demonstrate initiative, be proactive and offer a solution-oriented approach.
