The Child Nutrition and Social Protection Project is an 18-month project implemented from March 2025 to December 2026 in the provinces of East New Britain and Simbu.

Role Purpose

Reporting to the Provincial Coordinator, the Finance Officer ensures that all expenses, activities, and financial transactions are fully processed, acquitted, and documented in a timely, transparent, and equitable manner – and in accordance with Save the Children, government, and donor policies and requirements and in a transparent and accountable manner. The Finance Officer works with the project teams to ensure that all funds disbursed to respective provinces are fully acquitted and in line with government and donor requirements.

Key Areas of Accountability

Financial Control Framework

  • Full compliance with the Save the Children’s Pacific Australia Finance Manual and Save the Children in PNG’s Internal Delegation Document.
  • Mentor and support the team (including Village Health Assistants and Community Development Workers) to process all financial transactions and acquittals in line with policies and donor guidelines.
  • All breaches of the Save the Children Pacific Finance Manual are promptly recorded and reported.

Monthly Acquittals, Forecasts, and Financial Reports

  • Support the program team to review all financial transactions and supporting documents to deliver accurate monthly acquittals; ensure copies are kept on file.
  • Support the team to ensure that all documents and reports are prepared, submitted, and filed in accordance with donor requirements procedures in an orderly and timely manner; ensure copies are kept on file.
  • Deliver disbursement forecasts in a responsive, timely and quality manner, in accordance with donor requirements.
  • Address internal and external audit/document review/ donor sampling queries in a timely manner with relevant supporting documentation as relevant.

Financial Risk Management and Compliance

  • Financial Risk Assessments for projects are updated in a timely manner in collaboration with the donor.

Financial Literacy Training

  • Provide Financial Literacy Training of Trainers (ToTs) Trainings with support of the Cash Technical Advisor for Village Health Assistants and Community Development Workers, ensuring that they accurately transfer the knowledge to project participants.
  • Empower with Practical Budgeting Skills: Teach community workers how to guide individuals and families in creating realistic budgets, tracking expenses, and setting financial goals that align with their income and lifestyle.
  • Demystify Banking and Credit Systems: Provide clear, culturally relevant explanations of savings accounts, loans, interest rates, and credit scores to help communities make informed decisions and avoid predatory financial practices.
  • Promote Sustainable Financial Behaviours: Equip workers with tools to encourage long-term habits like saving regularly, planning for emergencies, and understanding the value of financial planning for education, health, and retirement.

Bank Accounts, Mibank and Petty Cash

  • Work with respective program team to ensure an accurate analysis and audit trail of all office bank and petty cash movements.

General

  • Comply with Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • Embody the Save the Children values in practice of Accountability, Ambition, Collaboration, Creativity, and Integrity. Work according to Save the Children’s mandate and child focus.
  • Work according to any other duties as assigned by the supervisor.

Child protection and safeguarding requirements

  • Maintain a child safe environment at the workplace and safeguard children’s rights, acting in the best interests of children at all times.
  • Maintain compliance with Save the Children’s Child Safeguarding Policy, Code of Conduct, and PSEAH policies and reporting processes among staff and volunteers.
  • Act as a role model by demonstrating highest standards of behaviour towards children in private and professional life.
  • Never abuse the position of trust that comes with being a part of the Save the Children family.
  • Maintain a safe and positive relationship at all times when working with children and young people.
  • Respond to any concerns for the safety or wellbeing of a child in a program in accordance with internal reporting processes.

  • Report all incidents, injuries and potential hazards in a timely manner.

Skills and Qualifications

  • Excellent oral and written English communication skills.
  • Proficient computer literacy: use of Email, Microsoft Word and Excel.
  • Experience in use of financial management systems software.
  • Ability to work collaboratively with the program and finance teams, management and community workers.
  • Minimum of three (3) years’ experience in a similar role, preferably with an NGO.
  • Diploma in Business Accounting.
  • Ability to work independently and in multidisciplinary teams.
  • Willingness to travel to remote areas and adapt to challenging environments.
  • Fluency in English; knowledge of Tok Pisin or local languages is an asset.
