LOGISTICS SUPERVISOR – LAE
CONTEXT:
Médecins Sans Frontières (Doctors Without Borders) is a private, non-profit international humanitarian organization, founded in 1971 and working in 70 countries around the world. MSF provides medical assistance to populations in crisis, regardless of race, religion, belief or political affiliation. In PNG, MSF has been working since 2007 in Lae, Taric, Bougainville, Gulf Province and NCD Province. MSF is now working to support the Department of Health to improve access to care for patients in Lae, Jiwaka and Highlands.
MAIN PURPOSE OF THE POSITION:
Supervising the daily logistics activities and providing maintenance to the MSF equipment, facilities, and infrastructures, according to MSF standards and protocols, to maintain the facilities in perfect conditions and collaborate in the development of the mission.
RESPONSIBILITIES:
- Monitoring maintenance activities of infrastructures, management of non-medical stocks and Equipment according to MSF
- Ensuring the check and follow-up of facilities under the line manager's supervision through daily visits to the facilities and reporting any anomalies or problems, evaluation of the rehabilitation needs and following up minor building rehabilitation work according to supervisor's instructions; checking that premises observe security norms and monitoring the consumption of mechanical and electrical vehicles/machines/devices
- Planning together with the line manager the required checks and maintenance activities of energy systems/set-up according to MSF standards
- Coordinating and leading the logistics team under his/her responsibility which includes daily supervision, monitoring of the quality of work and the definition of each person's task, drawing up their working schedules; organizing and leading team meetings; participating in the recruitment of team personnel and attending logistics meetings and accounting for his activities
- Ensuring the vehicle fleet maintenance which includes planning and overseeing timely preventive and curative maintenance of all project vehicles according to MSF standards and instructing and monitoring drivers on correct driving habits and standard checks
- Managing and following up orders which includes collecting logistics orders coming from different departments or health facilities; drawing up and following up orders according to the procedures in force; providing technical support to the storekeeper, makes local purchases according to MSF supply procedures and ensures reception conditions of freight or arriving material as well as the organization and setting up of materials before its shipment.
- Management of the Human Resource in Logistics Department under his supervision which includes Drivers, Guards / Guard Service Provider and Daily Workers.
- Management of Drivers/Guards rosters in collaboration with HR Department to ensure proper planning of leaves, gap filling and absence.
- Management of the Project Fleet (Generators + Vehicles): insurance, licensing, documentation. Ensure availability of their tools and spare parts according to MSF Standards.
- Ensure the drivers perform weekly checks on the vehicles and correctly fill out the weekly check books. Secondly, ensure the logbooks in each vehicle are properly filled out and all movement logs are captured by the drivers using the book.
- Carrying out schedule visits MSF facilities, reporting any anomalies or problems to the line manager to actively propose a solution.
- Energy & Cold Chain Management: With support of the Logistics Manager, ensure Air Conditioners, Generators and Electric installation are properly set up and maintained in accordance with MSF standard for efficiency and safety.
- Planning and follow-up of Preventive and Corrective Maintenance for the different resources and Assets.
- Ensure the Reporting tools are implemented (follow-up of fuel consumption, Activity & Maintenance chronograms).
- Responsible for monthly updating of Energy, Vehicle and Fuel consumption in MEMO.
- Track consumption of supplies, fuel, lubricants, electricity, water, gas, used in different facilities (office, house, store, etc.) and ensure their replenishments in a timely manner to avoid inconveniences.
- Assist in the supply function of the Project when need be
SKILLS AND REQUIREMENTS:
Education

- Secondary school certificate, Formal technical training, Diploma in Logistics is an added advantage.

Experience
|
- At least 1year of experience in MSF or 2 years’ experience in any other organization in a similar position.

Languages
|
- English and Tok Pisin is essential
|
Knowledge
|
- Computer literacy (word, excel, internet, power point) is mandatory.
- Knowledge in Energy desirable added advantage.
- Knowledge in Maintenance of Building facilities and Logistic equipment desirable
