About the National Capital District Commission (NCDC) The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.
Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.
As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.
About the Role
The Manager – Markets is responsible for leading and managing all municipal market operations within NCDC, ensuring markets operate as safe, clean, orderly, and accessible trading environments. The role oversees vendor management, revenue collection, infrastructure maintenance, and stakeholder engagement while driving improvements in market systems and service delivery. It plays a key role in supporting local economic activity, food security, and inclusive participation, particularly for women, youth, and small-scale traders.
Role Purpose
The role exists to provide strategic and operational leadership in the management of NCDC markets, ensuring compliance with health, safety, and regulatory standards while delivering efficient, transparent, and inclusive market services. Through effective coordination, governance, and stakeholder engagement, the Manager supports sustainable market operations, improved vendor livelihoods, and safe public trading spaces.
Key Responsibilities - Lead and manage daily operations of all NCDC municipal markets
- Ensure compliance with health, safety, and regulatory standards
- Oversee vendor registration, stall allocation, and vendor relations
- Manage revenue collection systems and ensure financial accountability
- Monitor and maintain market infrastructure, cleanliness, and functionality
- Coordinate contractor performance (cleaning, security, maintenance)
- Promote safe and inclusive trading environments for all users
- Engage with vendors, communities, and stakeholders to improve services
- Monitor performance and prepare operational and financial reports
- Support emergency response and incident management within markets
Education & Qualifications Minimum:
- Bachelor’s Degree in Business Management, Public Administration, Economics, Community Development, or a related field
Preferred: - Other certifications and training, or a postgraduate qualifications relevant to the role.
- Driver’s License (minimum Class 3).
Skills & Knowledge
- Strong leadership and team management with the ability to drive performance across multiple market sites
- Sound understanding of market operations, vendor management, and community-based economic activities
- Knowledge of public health, sanitation, safety regulations, and municipal by-laws
- Strong financial management capability, including revenue collection, budgeting, and procurement processes
- Excellent communication and stakeholder engagement skills, with the ability to build relationships with vendors, communities, and partners
- Strong organisational and problem-solving skills, with the ability to manage competing priorities
- Ability to analyse operational challenges and implement practical, sustainable improvements
- Understanding of community engagement approaches and inclusive service delivery practices
Work Experience
- Demonstrated more than 5 years’ experience in managing operational service environments such as markets, facilities, community services, or similar public service operations.
- Experience supervising staff and coordinating service delivery across multiple locations or teams.
- Experience working with community stakeholders, vendors, or small business operators.
- Experience managing operational budgets, revenue collection systems, or contractor services.
- Experience working with government agencies, development partners, or community organisations is desirable.
