World Vision Papua New Guinea (WVPNG) has exciting opportunity for those of you who want a change and want to become part of a dynamic team. We are currently looking for suitable, qualified, experienced, and highly motivated professional to fill the role of National Procurement & Supply Management Coordinator to be based in Port Moresby, National Capital District.

MAJOR ROLES AND RESPONSIBILITIES

Ensure the supply chain for TB and HIV commodities are consistent and available at all times.

  • Coordinate and Liaise with NDOH, AMS Badili, MSPD, PSSB NTP & HIV program on PSM related activities
  • Monitor stock levels of all TB and HIV drugs and medical supplies at the national level via mSupply and QuanTB on a monthly basis. Do Supply chain data analysis and provide appropriate and timely feedback and/or other corrective measures.
  • Conduct supervisory visits to drug stores at all levels of the health system infrastructure based on planned quarterly supervisory trips, using prescribed assessment checklist and tools, also provide recommendations during those visits.
  • Supervise personnel managing TB & HIV drugs and provide necessary mentoring, training and retraining on the job. Assess their training needs and provide on the job training when necessary.
  • Undertake in a timely manner annual procurement actions for all classes of TB Drugs and commodities in support of global fund grant targets and objectives.
  • Work closely with the TB/ HIV (WHO-HIV program) for the annual quantification/forecasting and procurement of TB/HIV commodities and consumables.
  • Processing and ensuring Incoming TB/HIV/Covid shipment procurement clearance is done on timely manner.
  • Overseeing movement of TB/HIV/Covid procurements in and out to AMS and Delivery points.
  • Assist in updating annual guidelines for PSM procedures for all TB and HIV products and commodities and ensure dissemination to all provinces.
  • Undertake all program related activities as directed by the MSPD, PSSB, NTP, HIV Program and PR.
  • Effective communication with partners and stakeholders (TB/HIV Programs, MSPD, PSSB,WHO, etc)

Assist RSSH Manager in overseeing and implementing grant activities and targets as indicated in the grant performance framework and work plan.

  • Supervising regional PSM Coordinator and HIV dispatch clerk deployed to AMS Badili.
  • Provide necessary mentoring and recommend further training on PSM.
  • Ensure that program targets and milestones indicated in the grant performance framework are included in their yearly performance agreement of each staff.
  • Update the Price Quality Reporting (PQR) for GF and supporting PR in the Pulse Check and PUDR Reporting to Donor
  • Assist in program reviews, LFA Spot Checks, audits or inspections as asked by NDOH/PR
  • Monitor staff accomplishment
  • Monthly accomplishment reports,
  • Performance appraisals reviewed and submitted.
  • Ensure that other WV requirements are compiled and submitted on time.
  • Communicate all directives from PNC, PR & NTP/HIV program to all PSM staff as required.
  • Maintain appropriate filing systems to ensure information on all areas of implementation, as well as transactions, are readily available.
  • Undertake all program related activities as directed by the National TB & HIV program and MSPD/PSSB
  • Participate in relevant trainings supported by the grant.
  • Develop and maintain good working relationships with the project partners, sub recipients, and key stakeholders including LFA and CCM contacts.
  • Ensure integration of work with other PR team members as well as the WV NO P&C and administrative units.
  • Demonstrating an understanding of and commitment to World Visions Core Values in the approach to work and relationships.

EDUCATIONAL QUALIFICATION/SKILLS, KNOWLEDGE & EXPERIENCE

  • Master’s Degree or Degree in Public Health/ Pharmacy and Procurement &Supply Chain Management (PSM )
  • 5years’ work experience in Pharmacy field or similar.
  • Familiar with Disease program drug procurement, management and supply chain management
  • Experience in the use of Msupply and QuanTB tool
  • Experience with WAMBO and GDF OMS for order placing
  • Experience in the use of computers and officer software packages (MS Word, Excel, Power Point)
  • Experience in Project Management.
  • Experience engaging with multiple partners/stakeholders, and coordinating with partners with technically diverse background.
  • Familiar with NDOH supply chain structure.
  • Knowledge of pharmaceutical warehouse management, drug management, inventory, procurement & supply as well as drug logistics.
  • Should have excellent organization, communication and interpersonal skills
  • Team player and capacity to deliver the services in constricted timeframes.
  • Must be physically fit.
  • The position requires ability and willingness to travel domestically up to 50% of the time; and
