Drug Resistant Tuberculosis in PNG and the Western Province TB program.

PNG is one of only 14 countries classified by the WHO as having the triple high burden of TB, MDR-TB, and TB-human immunodeficiency virus (HIV) co-infection. Three hotspot regions have been identified in the country including the Gulf, National Capita District (NCD), and Western Province. In Western province, the problem has been further compounded by high levels of drug-resistant TB, with evidence of primary (person to person) transmission of resistant strains, particularly in Daru of South Fly District.

The Western Province TB program, led by the WPHA, with support from partners has led to commendable success, with an increasing recognition of Daru as a ‘Centre of excellence’ in the programmatic management of DR TB with outstanding treatment outcomes for patients.

We are seeking qualified and experienced professionals for the following position(s):

Position: Operations Coordinator Classification: Full-time, contract

Location: Daru, Western Province (WP)

Role Purpose

The purpose of the operations Coordinator role is to oversee the day-to-day management of the Daru based logistics support team, lead WP project asset management and to provide support to the WP team. The role will report directly to the Team Leader – Operations and be part of an experienced team of managers, clinicians and public health professionals based in Daru, Port Moresby and Melbourne , providing inputs in WP. The role works to ensure efficient operation of the Burnet Daru office and the timely and efficient delivery of support services to the team.

The Operations Coordinator will be responsible for assisting the Team Leader – Operations to ensure the efficient management and implementation of all operational, logistical, financial, and administrative tasks in line with Burnet Institute PNG policies and practice.

Reporting and supervision:

The Operations Coordinator position will be supervised by and report directly to the Team Leader - Operations, based in Daru. This position has 6 direct reports, Logistics Coordinator, Logistics Officer, two Drivers and two office attendants. During the absences of the Team Leader – Operations the Operations Coordinator is expected to act in the role.

Core Responsibilities

1. Logistics

  • Coordinates the day-to-day logistics of the operations of the WP teams including decentralized sites and staff to support project activities. This includes publishing a weekly logistics support plan
  • Manage fleet maintenance, vehicle spot checks, and driver compliance.
  • Support the design and implementation of a fleet logbook system, train staff and ensure compliance?
  • Leadership and supervision of the logistics team

2. Procurement, Event and Activity Planning

  • Manage office supplies and stationery and ensure the proper maintenance of office equipment.
  • Conduct monthly checks on stocks and supplies and coordinate ordering of supplies
  • Coordinate operational and administrative support for the planning, coordination and implementation of project visits, activities, workshops and other trainings and events adhering to Burnet policies and procedures.

3. Office Health, Safety and Security

  • Lead and supervise office attendants to ensure a hygienic and safe workplace is provided in both Daru offices.
  • Conduct fire drills and ensure safety equipment is in place
  • Support the Team Leaders Operations, in collaboration with senior managers, to ensure security risks for the team’s operations are identified early and well managed.
  • Take the lead on and support staff with incident reporting in a timely manner

4. Finance and asset management

  • TechOne responsibilities
  • Ensure project is in compliance with the Finance Manual and reflects Burnet’s in-country and ongoing obligations.
  • Oversight and management of the procurement process with the Ops Team Leader and Project Manager, including quotation analysis, for items and activities under the project.
  • Lead asset management including the maintenance of project registers, quarterly review of assets, and coordination of incident reports relating to project assets. Manage any equipment breakdown or replacement as needed such as mobile phones, computers etc.

5. Other

  • Responsible for completing all required training in line with the position/role.
  • Ensure participation of direct report in the People Development Framework (PDF) to enhance performance and identify training, professional development, and career coaching needs.

Key Selection Criteria:

Qualifications

  • Completed or commenced tertiary qualification or equivalent demonstrated experience of 4-6 years 'in a similar position or experience in an operations or logistic role. Suitable program/project coordination experience considered.
  • Class 6 Driver's license

Experience / Knowledge

  • Prior experience in operations coordination or similar role, preferably in a development program context.
  • Demonstrated ability to multi-task, prioritise and manage a variety of functions, including procurement, personnel management, vehicle administration, and the day-to-day coordination of program activities.
  • Strong verbal and written communication skills, and excellent relationship management/interpersonal skills in dealing with internal and external stakeholders.
  • Demonstrated capacity to work independently (although part of a team), exercising strong judgement, decision-making, and problem-solving skills.
  • Previous experience in effectively managing a small team of direct reports.
  • Ability to support and guide team members using an empowerment and strengths-based approach.
  • Fluent in spoken and written English
  • Strong computer skills, including with Microsoft Windows and Office applications, including Word, Excel, PowerPoint, and Cloud Based Filling system
