POSITION TITLE: PHARMACY SUPERVISOR – LAE
CONTEXT:
Médecins Sans Frontières (Doctors Without Borders) is a private, non-profit international humanitarian organization, founded in 1971 and working in 70 countries around the world. MSF provides medical assistance to populations in crisis, regardless of race, religion, belief or political affiliation. In PNG, MSF has been working since 2007 in Lae, Taric, Bougainville, Gulf Province and NCD Province. MSF is now working to support the Department of Health to improve access to care for patients in Lae, Jiwaka and Highlands.
MAIN PURPOSE OF THE POSITION:
Ensuring general functioning of the pharmacy and supervising pharmacy supply chain processes in accordance with MSF standards, protocols and procedures, in order to ensure its efficiency and operating availability.
RESPONSIBILITIES:
- Ensuring storage, stock management and supply processes, as well as hygiene and security procedures, tools, and protocols (controlling pests and rodents), implementing appropriate quality controls and records, in order to ensure good storage conditions (temperatures, humidity and light exposure) and availability of drugs and medical material, according to MSF protocols, national regulations and in cooperation with the logistics department.
- Coordinating the delivery, reception and recording of international and local orders, in close coordination with the logistics department, updating stock files and informing line managers on their status (shortfalls, over-stocking, expiry dates), in order to permanently ensure security of stock levels and ensure efficient management of stock.
- Supervising orders of medical and drug material in order to ensure an efficient and appropriate consumption pattern under budget constraints.
- Supervising the supply of drugs to patients, according to medical prescriptions, informing them on consumption patterns and keeping conditions in order to ensure their therapeutic progression
- Ensuring efficient supply to other pharmacies managed/supported by MSF according to orders and stocks and using cold chain when needed. Monitoring and analyzing orders of depending on pharmacies in order to avoid ruptures of stock or having expired drugs.
- Supervising, with the HR department, the associated processes (sizing, staff shifts, recruitment, training, performance evaluation, development and internal/external communication) of the pharmaceutical team and the nursing staff, in order to ensure both the sizing and the amount of knowledge required and to improve their dispensing capabilities.
- Recording all items received and issued in computer (Isystock) and reporting on drug consumption and medical equipment dispensed according to protocols, informing on unusual patterns as well as forecasting future needs, in order to rationalize the budget and to ensure availability.
- Assisting in training of nursing staff regarding dispensing of drugs and their side effects
SPECIFIC ACCOUNTABILITIES:
- Monitor and maintain the pharmacy and ensure the security of related medical supplies under the Morobe Palliative Cancer Care Project as per MSF standard.
- Assist the Project Medical referent with stock management through data entry into Isystock and stock cards which will be used to follow consumption.
- Observe and report cold chain status daily and implement procedures to detect immediately any cold chain breaks or any defects.
- Work in collaboration with Angau Memorial Hospital pharmacy staff to organize and implement a smooth supply system to end-users with quality and safety of supply maintained.
- Identify any needs for support to Angau Memorial Hospital pharmacy staff in stock management, safe dispensing and identifying ways to mitigate any potential drug shortages.
- Responsible for follow up and replenishment of all project First Aid Kits and EPREP.
- Dispatch transit stock to MSF Jiwaka project and MSF Coordination office in Port Moresby as the main point of reception.
- Ensure proper storage and disposal of all expired and damaged drugs according to MSF safety standards and waste management protocols both national and international legislation.
- Participate in patient and staff education for Cancer prevention, screening and care.
- Compile monthly reports and sitreps.
- Manage batch recalls
- Maintain an updated register for regulated drugs.
- Participate in developing project documents, IMO and log frames
- Assist the medical team in pharmacovigilance and reporting of SAE’s.
SKILLS AND REQUIREMENTS:

- Essential, degree of pharmacy management or nursing related studies., or medical profile.

- At least 1-year certified work experience as a pharmacy manager.

- English and Tok Pisin is essential

- Computer literacy (word, excel, internet, power point) is mandatory.
