About Us

The National Development Bank (NDB) is a development finance institution, wholly owned by the state of Papua New Guinea. The bank operates 19 branches around the country and lends to individual Papua New Guineans and indigenous businesses operating in the agriculture and Micro, Small & Medium Enterprise (MSME) sectors.

The Policy Officer will develop, review, and maintain governance documents (policies, charters, and frameworks) to ensure they align with legislation, regulatory requirements, and operational needs of the Bank.

Key Responsibilities

• Draft and update policies, Board charters, and governance frameworks.
• Map policies to enabling legislation and regulatory requirements.
• Coordinate policy review cycles and stakeholder endorsements.
• Monitor operational triggers (e.g., regulatory changes, incidents) for policy updates.
• Maintain policy repository and ensure version control.
• Support audit readiness by organizing policy documentation.
• Assist in governance reporting to the Board and Executive Committee.

Requirements

• Bachelor's degree in Public Administration or Business.
• 3+ years in policy development, governance, or corporate administration
• Expert policy drafting and legal interpretation skills.
• Strong stakeholder engagement and facilitation abilities.
• Organisational skills for managing multiple document workflows.
• Proficiency in document management systems (e.g., SharePoint).
