About the role

Are you passionate about helping PNG businesses thrive and grow within the resource sector? Join us as an Officer – Business Development, where you’ll provide vital hands-on support to local companies to build their governance, compliance, financial literacy, and contracting capacity. You will be the primary contact between NPL and local SMEs—working to ensure they’re well-positioned to supply the Porgera Mine and beyond.

In this role, you will.

• Engage directly with local businesses to assess their development needs and operational challenges.
• Provide one-on-one and group support across areas including:
  • Business registration and compliance (IPA, GST, TIN, COC, etc.)
  • Internal policies: constitution, governance charter, HR policy, asset and financial management plans.
  • Tax and financial reporting: monthly/annual management accounts, bank reconciliation, company tax returns.
  • Meeting facilitation: preparation and documentation for AGMs, board and shareholder meetings.
  • Recruitment and onboarding: job descriptions, interviews, contracts, payroll setup.
• Assist businesses in developing and submitting proposals for mine procurement opportunities.
• Support the development of commercial partnerships and assist in joint venture vetting.
• Provide advice and introductions for accessing loans and investment capital.
• Assist with logistics and delivery of training workshops and post-training mentoring.
• Monitor and document business development progress, prepare reports, and escalate issues early.

Qualifications & Experience:

• Bachelor's in business administration, Accounting, SME Development, or related field.
• 3–5 years’ experience working directly with small businesses or economic development programs.
• Demonstrated ability to advise on governance, compliance, and finance for micro and small enterprises.
• Solid understanding of PNG’s legal and tax framework for SMEs.
• Excellent interpersonal and facilitation skills across diverse cultural settings.
• Ability to work independently in the field and maintain accurate documentation.
• Proficiency in Ipilli, English and Tok Pisin
• PNG Driver’s License

Mobilization Requirement

This is a PNG National Staff position, a site-based role on a Fly in Fly out arrangement with rotation of 21 days on and 14 days off. Must successfully pass a pre-employment medical including drug and alcohol screening. (This will be arranged only for successful candidates who progress after the interview stage) and have an up-to-date Police Clearance Certificate (acquired within the last 6 months).
