About the role

We are seeking a highly skilled and motivated National Content Lead to oversee and drive the successful implementation of the National Content Program at NPL. This program aims to maximize local procurement, workforce, and community development aligned with our sustainability goals.

In this role, you will.

  • Supplier Development: Work with various departments to optimize spending on local, provincial, and national goods and services, supporting the achievement of targets for locally supplied goods and services, and improving capacity and growing high tech local businesses.
  • Workforce Development: Lead initiatives to provide technical training and develop a skilled workforce of PNG citizens, ensuring at least 95% of all NPL workers are PNG citizens.
  • Community Development: Design and execute a 3-year, annually updated Community Development Plan focused on health, education, water, food security, and economic development for host communities, in line with PNG's development priorities.
  • Program Oversight: Provide expert guidance and manage the development and implementation of the National Content Program, ensuring alignment with company goals, Barrick’s standards, and State requirements.
  • Reporting & Compliance: Oversee data gathering, assessment, and performance tracking. Ensure accurate and timely reporting to the National Content Steering Committee, NPL Board, Provincial Governments, and other stakeholders.
  • Legal and Regulatory Compliance: Ensure all legal and regulatory requirements are met, including compliance with State targets in the Mining Development Contract, as well as Barrick/NPL’s corporate standards.

    About You

To succeed in this role, the ideal candidate will possess the following qualifications and experience

  • Proven experience in managing large-scale national content programs, supplier and workforce development in the mining or similar industries.
  • Strong leadership skills with the ability to work collaboratively across departments and with external stakeholders.
  • In-depth knowledge of PNG’s development priorities and regulatory requirements in the mining sector.
  • Excellent communication, reporting, and project management skills.
  • Analytical & Data Management Skills: Excellent analytical and computer skills with the ability to set up automatic data flows, metrics, and indicators.
  • Experience with Power BI or other database tools, as well as proficiency in data analysis, and data science techniques to track and measure program performance.

The position requires a high energy individual, hands-on management style and desire to continuously improve you and your team’s knowledge and systems and methods of work.

Skills & Experience

  • Bachelor’s degree in Sustainability, Development Studies, Law, Business, or related field (master’s preferred).
  • Minimum 10 years’ experience in mining, infrastructure, or related sectors with substantial exposure to national or local content frameworks.
  • Deep understanding of PNG’s regulatory environment, National Content Plan requirements, Mining Development Contract obligations, and local business landscape.
  • Proven experience in compliance management, reporting, and program implementation.
  • Proficiency with data management and visualization systems such as Power BI and Borealis to support monitoring, evaluation, reporting, and dashboard development for easy and efficient reporting.
  • Excellent cross-cultural communication, stakeholder engagement, and leadership skills.
  • Strong project management, analytical, and data-driven decision-making capabilities.
  • Maintain a high level of health and safety awareness and comply with the NPL Occupational Health & Safety Policy and all health & Safety Policy

Mobilization Requirement

This is a PNG National Staff position, a site-based role on a Fly in Fly out arrangement with rotation of 21 days on and 14 days off. Must successfully pass a pre-employment medical including drug and alcohol screening. (This will be arranged only for successful candidates who progress after the interview stage) and have an up-to-date Police Clearance Certificate (acquired within the last 6 months).
