Position Title: Project Manager – Community Adolescent and Adult Multi-disease Screening
Location: Kokopo, East New Britain, PNG
Contract Term: 2 years (with possibility of extension)
Time Fraction: Full-time
Reports to: TBWG Program Manager
Direct Reports: Project Officer, Project Logistician & Driver
Closing Date: 9th July 2025

About the Role

The Burnet Institute is seeking a highly motivated Project Manager to lead the implementation of our Community Adolescent and Adult Multi-disease Screening project in East New Britain, Papua New Guinea. This exciting initiative aims to pilot and evaluate an integrated, community-based model of screening and linkage to care for communicable and non-communicable diseases in adolescents and adults.

Working in close collaboration with the East New Britain Provincial Health Authority (PHA) and other key stakeholders, the Project Manager will coordinate all aspects of project planning, implementation, monitoring, budgeting, and reporting.

Key Responsibilities

  • Provide strategic and operational leadership for project delivery, ensuring activities meet donor and institutional expectations.
  • Develop and oversee project work plans, contracts, budgets, logistics, and risk management systems.
  • Coordinate local partnerships and provide high-quality engagement with the PHA and other stakeholders.
  • Manage financial reporting, forecasting, and compliance with donor and internal finance procedures.
  • Lead on MEL (Monitoring, Evaluation & Learning) systems, data collection tools, and reporting frameworks.
  • Ensure security and safety measures for project activities and personnel are up to date and effectively implemented.

What We’re Looking For

Essential:

  • Tertiary qualifications in international development, public health, or project management (or equivalent relevant experience).
  • Extensive experience in managing complex projects, including people and partnerships, contracts, and reporting.
  • Demonstrated skills in financial coordination, budgeting, forecasting, and compliance.
  • Strong time management, organisational and administrative skills.
  • Experience working in cross-cultural teams and engaging with provincial government partners, preferably in PNG or the Pacific.
  • Ability to work independently, take initiative, and manage competing priorities under pressure.
  • Understanding of security, risk and OHS protocols in international development settings.

Desirable:

  • Experience working on donor-funded programs (e.g. ANCP, DFAT, Global Fund).
  • Experience with MEL frameworks, tools, and health-related data systems.
