In Papua New Guinea, Save the Children implements programs in the sectors of health, education, child protection, child rights governance, and livelihoods. Save the Children is starting a digital safety project, funded by DFAT and Meta, and in partnership with ChildFund and NetSafe, that seeks to raise awareness on digital safety, reporting and referral mechanisms in the National Capital District of PNG.

Here your skills will be valued – Role Purpose

Reporting to the Protection Program Manager, the Protection Coordinator, Digital Safety will work closely with project partners to coordinate all project deliverables, manage the project budget and staff team; and ensure that the project meets its objectives and targets.

Key Areas of Accountability

Coordination of Digital Safety Project, MEAL, Budget, and Reporting

• Overall leadership of project planning, implementation and reporting, ensuring milestones are completed on time and to expected high quality.
• Ensure that all project documents - Detailed Implementation Plan (DIP), Procurement Plan, Spend Plan, Indicator Performance Tracking Table (IPTT) - are updated on a regular basis.
• Support each Child Protection Officer to develop, implement, and review activity plans in line with the project’s implementation plan; work closely with the partners to do the same.
• Review monthly financial reports and transaction listings; produce analyses and proposed actions to address any overspends and underspends on a monthly basis.
• Ensure that the project has completed and regularly updated mandatory tools, including risk assessments, safeguarding assessments, gender and disability assessments.
• Work closely with the Monitoring, Evaluation, Assessment, and Learning (MEAL) team to ensure that progress against indicators and targets is monitored, documented, and reported in line with the project’s MEAL plan.
• With support from the Program Development and Quality (PDQ) and MEAL teams, support the implementation of Save the Children’s complaints feedback and response systems.
• Work with the MEAL and communications teams to document case studies and learnings for inclusion in donor reports and to inform future implementation of similar projects.
• Update the project’s procurement plan and work closely with the Procurement team to ensure all procurement requests are conducted in accordance with policies / procedures.
• Represent the project with national internal/external stakeholders as required.
• Ensure that all donor and Save the Children reporting requirements are fully met, and that reports are submitted on time and with quality and accuracy.

Partnership and External Collaboration

• Maintain close and consistent collaboration with partners, convening regular meetings, review sessions, and joint field visits as applicable.
• Together with partners, closely collaborate with the relevant government agencies at national and provincial level, ensuring full participation and ownership as feasible.
• Ensure school authorities and community leaders are fully engaged and fully supporting and/or participating in relevant activities.
• Co-facilitate regular project review meetings to address challenges, share learning, and adapt project activities accordingly.

Personnel Management and Other / General

• Provide supervision and mentoring to all team members, ensuring that supervisees receive regular performance (KPI) reviews and convene regular 1-to-1 and team meetings.
• Comply with all Save the Children and donor policies, regulations, and procedures, and ensure that all team members do the same.
• Any other tasks as needed and requested.

Child protection and safeguarding requirements

• Maintain a child safe environment at the workplace and safeguard children’s rights, acting in the best interests of children at all times.
• Maintain compliance with Save the Children’s Child Safeguarding Policy, Code of Conduct, and PSEAH policies and reporting processes among staff and volunteers.
• Act as a role model by demonstrating highest standards of behaviour towards children in private and professional life.

• Maintain a safe and positive relationship when working with children and young people.

Person Specification

It takes all types of people to do the challenging work we do. Here are some of the specific skills and experiences you’ll bring in this role:

Qualifications/Accreditations

• Minimum bachelor’s degree, preferably in social work, the social sciences or related field.
• A minimum of five (5) years’ work experience – preferably in an NGO environment, and with at least two years in a child protection or gender-based violence programming.
• A minimum of two (2) years’ experience in a coordination or supervisory role, including supervision of staff teams.
• Experience managing and/or having responsibility for monitoring project budgets.
• Excellent writing and verbal skills in English for reports and communications documents.
• Computer proficiency with a particular focus on MS Word, MS Excel, Outlook, PowerPoint.
• Exhibit a strong work ethic with a high degree of flexibility with respect to working hours; ability to effectively plan and manage own time under pressure.
• Experience and ability to supervise, train, and coach staff; and to work effectively in a team.
• Proven ability to work in a self-directed and motivated fashion, with limited supervision.
• Ability to think strategically, prioritise, and meet deadlines in a complex and challenging environment; must be culturally sensitive.
• Experience and/or strong understanding of issues related to gender equality, diversity, and social inclusion (GEDSI) and their integration into programming.
• Experience with monitoring project outputs and outcomes is an added advantage.
