CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. Position Description
The Senior Program Officer (SPO), Malaria is CHAI PNG’s national-level malaria implementation lead, responsible for driving CHAI’s malaria control activities and ensuring coordinated delivery across provincial implementation.
Reporting to the Program Lead, the SPO will focus on implementation excellence across CHAI’s three malaria technical pillars case management, supply chain, and surveillance while working in close partnership with the National Malaria Control Program (NMCP) at NDoH.
The SPO will provide technical oversight and coordination support to the Program Officer, Malaria in Madang Province, maintaining weekly communication to ensure that provincial activities remain aligned with national priorities.
This is an implementation-focused role requiring strong technical knowledge of malaria programming, the ability to maintain consistent progress independently while the Program Lead attends to other program areas, and proven field experience.
The SPO must demonstrate strong problem-solving skills, a practical and detail-oriented approach, a solid track record of project implementation, and a clear understanding of the National Malaria Program.
Key tasks and responsibilities
Case Management
- Drive CHAI’s technical assistance to the NMCP on malaria case management, including rapid diagnostic testing protocols, treatment guideline adherence, and clinical quality improvement at the facility
- Support NDoH in developing and updating case management tools, training materials, job aids, and supervision checklists.
- Analyze case management data to identify performance gaps and design targeted, practical interventions in collaboration with the Program Officer and PHA teams.
- Support training and mentorship of health workers on malaria case management protocols and best
- Represent CHAI in technical working groups and coordination forums related to malaria case
Supply Chain
- Support the NMCP in malaria commodity forecasting, quantification, and procurement
- Work with NDoH supply chain teams to strengthen systems for commodity distribution tracking, stock monitoring, and reporting to prevent stockouts and
- Review stock monitoring data and provide practical technical guidance on replenishment and
- Identify and escalate supply chain risks including stockouts, expiries, and distribution gaps to the Program Lead in a timely manner.
- Support integration of malaria supply chain
Surveillance
- Support the NMCP on malaria surveillance, data systems, data quality assurance, and evidence-based program
- analyze malaria epidemiological data to identify trends, inform program priorities, and produce analytical outputs.
- Support data quality assurance for eNHIS at provincial and facility levels through coordination with the Program Officer.
- Produce regular situation analyses, program progress summaries, and surveillance reports for use by NDoH, CHAI global teams, and donors.
- Stay current with global malaria technical guidance and apply best practices to the PNG context in collaboration with CHAI’s global
Coordination
- Maintain regular weekly communication with the Program Officer in Madang Province to review implementation progress, troubleshoot field challenges, and ensure alignment with the national
- Review the Program Officer’s monthly activity reports and provincial workplan, providing feedback and flagging issues to the Program
- Provide technical guidance to the Program Officer on case management, supply chain, and surveillance activities at the provincial
- Coordinate joint field visits and cross-province learning engagements aligned with national program priorities.
Knowledge Management
- Maintain a rolling malaria implementation workplan, updated regularly to reflect progress, priorities, and emerging needs across national and subnational
- Provide the Program Lead with concise weekly updates on implementation progress, key risks, and upcoming
- Compile monthly and quarterly program reports, drawing on both national and provincial
- Document and synthesize best practices, lessons learned, and success stories to inform program improvement and support sharing with CHAI global teams and NDoH.
- Maintain a calendar of NMCP deliverables, technical working group meetings, and donor reporting milestones, ensuring all commitments are met on
Stakeholder Engagement
- Serve as CHAI’s primary working-level counterpart with the NMCP at NDoH, maintaining a productive and trust-based relationship.
- Build and maintain strong working relationships with key malaria partners in
- Represent CHAI at national technical forums and coordination meetings, as directed by the Program
- Identify opportunities for program synergies or new workstreams and present these to the Program Manager with a clear rationale.

- Perform any other tasks assigned by the Program
Key Competencies
- Bachelor's degree in public health, medicine, nursing, or a related health field; Master's degree
- At least 5 years of experience in malaria control or public health programs, with progressive levels of
- Demonstrated technical knowledge across at least two of the three malaria pillars: case management, supply chain, and surveillance.
- Strong field experience: the successful candidate will have spent significant time working at provincial or facility level in PNG or a comparable resource-limited
- Experience providing technical assistance to government health programs, ideally at NDOH or PHA
- Strong analytical and data skills, with experience working with health information systems and epidemiological data.
- Ability to maintain consistent independent progress on a workplan with minimal day-to-day
- Excellent written and oral communication skills in
- Willingness to travel regularly to provinces, including remote and challenging field
Preferred Qualifications
- Experience working directly with the National Malaria Control Program at
- Practical knowledge of PNG's health system structures, including Provincial Health Authorities and district health teams.
