Position Title: TB Project Manager

Reporting to: Senior Program Manager

Duration of Contract: 1 year with the possibility of extension

Location: Port Moresby with regular travel to Gulf Province

Australian Doctors International (ADI) is an international NGO that works in partnership with provincial health authorities and local governments in Papua New Guinea (PNG) to improve rural health outcomes and strengthen health systems. Drawing on over 20 years of experience in remote and underserved areas, ADI focuses on building local capacity through long-term clinical mentoring, health workforce development, and systems support. Our programs aim to address key public health challenges and improve indicators in areas such as maternal and child health, communicable disease control, and primary healthcare delivery.

Position Overview:

The TB Project Manager will be responsible for coordinating the successful delivery of project activities under the ADI Gulf Province TB Program, ensuring alignment with the Provincial TB Strategy and the donor expectations. Working in close partnership with the Gulf Provincial Health Authority (GPHA) and other key stakeholders, the Project Manager will oversee implementation of targeted interventions to strengthen TB services across the province.

Key deliverables include supporting the upgrade of select Basic Management Units (BMUs), coordinating training for TB clinical staff and laboratory technicians, and providing operational and technical support to GPHA.

The role requires strong project coordination, stakeholder engagement, and the ability to manage timelines, budgets, and reporting requirements to ensure effective and sustainable program outcomes.

Key Responsibilities:

  • Program Planning & Implementation: Lead the planning and implementation of all activities under the Gulf TB Program, ensuring activities are delivered on time
  • Coordinate with ADI’s Technical Leads (TB, Maternal Health, GEDSI, M&E, and Operations) to ensure aligned input and effective engagement across all aspects of the program.
  • Stakeholder Engagement: Engage closely with Key Gulf PHA staff, project partners, community leaders, contractors/suppliers to ensure coordinated efforts and community buy-in.
  • Capacity Building: Organise training sessions and workshops to strengthen the skills of healthcare workers and lab technicians on TB case management, engaging trainers from the National TB Program (NTP) and Central Public Health Laboratory (CPHL)
  • Conduct facility assessments and engage contractors to complete refurbishment of selected Basic Management Units (BMUs), ensuring facilities are equipped to deliver effective TB screening and treatment services.
  • Monitoring & Evaluation: Work with M&E Manager to track progress, analyse data, and prepare reports for donors, partners, and government stakeholders.
  • Resource & Budget Management: Oversee project budgets, procurement, and supplies to ensure efficient use of resources.
  • Support with the Implementation of ADI Family Planning Program in Gulf Province as required

Key Performance Indicators:

  • Timely implementation of all project activities in accordance with work plans, budgets and donor expectations.
    • Includes engagement of TB Technical Lead (60-day consultancy)
  • Increased capacity of local health staff in TB prevention, diagnosis and treatment.
    • 1 x TB Training workshop for 15 healthworkers (10 days classroom, 5 days attachment at KGH)
    • 1 x TB Training for 8 Lab technicians (5 days classroom + 1 week practical)
  • Improve existing TB screening and treatment services at selected BMUs
    • Selected BMUs: Kikori District Hospital TB Ward, Kerema General Hospital TB Ward, Orokolo Health Sub Centre BMU, Malalua Health Centre BMU
    • Conduct National Health Standard assessment of each facility
    • Complete refurbishment of each BMU including procurement and delivery of identified equipment from assessment
  • Strong collaboration with GPHA and other key stakeholders, demonstrated through joint planning and delivery.
  • High-quality (as per ADI standards) and timely reports submitted to donors and partners.

Key Selection Criteria:

  • Bachelor’s degree in Public Health, Health Management, Medicine, or related field.
  • Minimum 5 years’ experience managing public health or infectious disease projects, preferably in resource-constrained settings.
  • Strong project management skills, including budgeting, planning, and stakeholder coordination.
  • Demonstrated leadership, mentoring and team coordination skills.
  • Demonstrated understanding of TB prevention, diagnosis, treatment, and control strategies.
  • Strong knowledge of PNG national health policies and best practices related to TB.
  • Advanced interpersonal, communication, and stakeholder engagement abilities , including reporting to donors and partners.
  • Fluency in English and Tok Pisin; local language skills are an advantage.
  • Ability to work independently and as part of a multidisciplinary team.
  • Strong analytical skills and proficiency in data management.
