We are currently looking for suitable, qualified, experienced, and highly motivated professional to fill the Technical Advisor – Social Inclusion role to be based in Port Moresby, National Capital District.

PURPOSE OF THE POSITION

The Purpose of this position is to provide Reporting to the Program Operations Director, this role will focus on providing targeted technical support and capacity building to ensure the effective evidence-based integration of safeguarding and social inclusion into WV PNG's programs and operations.

The Social Inclusion Technical Advisor role will play a crucial part in ensuring that appropriate systems and process are in place and evidenced for program cross -cutting themes of Safeguarding, Gender Equity and Disability Social Inclusion (GEDSI), Faith and Development.

This role will provide expert guidance, technical assistance and capacity building to the Operations Grant portfolio and assist WVPNG to exceed minimum compliance and risk expectations and demonstrate best practice in social inclusion in the context of development programming.

Responsibilities include Social Inclusion technical expertise; ensuring integration of robust social inclusion systems, principles and practices, with evidence-based adult and child safeguarding, gender and disability inclusion in all WVPNG Programs.

Other key roles involve building local staff knowledge, attitude and improved practices, including sharing knowledge and collaboration across the organization. Apart from ensuring that staff capacities are able to be developed, the tracking of these initiatives against performance targets, clarifying and delivering on organization donor and government reporting is expected.

This is a fast-paced role in a context of Volatility, Uncertainly, Complexity and Ambiguity (VUCA) which demands agility, rapid decision making, targeted support and multi-layered engagement.

MAJOR ROLES AND RESPONSIBILITIES

Strengthen WVPNG Safeguarding System

  • Safeguarding Coordinator supported with appropriate technical input in regard to capacity building, assessments and reporting.
  • Monthly review of Safeguarding Annual Report Action plan and ensure implementation, adherences and evidence
  • Conduct assessment of WVPNG safeguarding systems and practices, identifying gaps and areas for improvement
  • Engage with relevant leads to coordinate and monitor safeguarding initiatives as per action plans developed
  • Ensure all safeguarding initiatives are evidenced and filed
  • Work closely with Program Quality, People and Culture and other departments on formulating Community Feedback Mechanisms(CFM) to be adopted by project implementation team in the field.
  • Take part in writing and reviews of safeguarding policies and reports to be shared with donors, Support Offices and Regional Office

Strengthen GEDSI System and Mainstreaming

  • Provide Social Inclusion support and capacity building for the WVPNG GEDSI Coordinator; including work plan to support mainstreaming and a select Grant portfolio
  • Support the WVPNG GEDSI Assessment, identifying systems and practices required to fulfil agreed outcomes
  • Provide Social Inclusion technical support in reviewing and updating Program Operations procedures and practices
  • Provide technical support for Program Operations GEDSI evidence of compliance
  • Alongside the GEDSI Coordinator, represent WVPNG in internal and external meetings sharing best practices in GEDSI emerging from implementation of projects with different stakeholders.
  • Review of project reports with a GEDSI lens to ensure activities are all aligned as per donor requirements reflected in the Theory of change with critical focus on Do No Harm principle.
  • Organize routine capacity building initiatives through trainings for national office and project staff either online or face to face
  • Work with GEDSI Coordinator to develop WVPNG GEDSI training manuals to be used by the different projects for mainstreaming GEDSI

Support and strengthen the “Cross Cutting team’’

  • Support deeper understanding, capacity and mentorship of Social Inclusion knowledge and learning for WVPNG cross cutting staff (Safeguarding, Humanitarian, Faith and Development, GEDSI, Communications)
  • Support Social Inclusion knowledge and learning across for all staff and partners
  • Support with development and review of contextualized Information, Education and Communication (IEC) materials to be used by project teams in the field especially during emergency responses.

Project Development

  • Provide Social Inclusion technical support to Program Development GAM team for development of new grants. This may entail networking and engagement with potential donors.

Regional & External Engagement

  • Support the cross-cutting team engage with external stakeholders on areas of collaboration

EDUCATIONAL QUALIFICATION/SKILLS, KNOWLEDGE & EXPERIENCE

  • Post Graduate in Social Sciences or more than 5 years in Safeguarding/Protection and/or GEDSI work.
  • Demonstrated experience in Safeguarding, Protection and/or GEDSI role
  • Experience in implementing initiatives across projects and departments
  • Ability to work in a matrix structure
  • Experience in facilitating technical trainings or similar staff capacity building initiatives
  • Able to conduct organizational assessment and recommend acions
  • Strong communication skills
  • Prudent information/data management skills
  • Possessed good publishing skills
