WASH Technical Officer (2X) - (Buka Based)

CARE International in PNG is recruiting (2x) WASH Technical Officers. CARE is an international development and humanitarian aid organisation fighting global poverty, with a special focus on working with women and girls to bring lasting change to their communities. As a non-religious and non-political organisation, CARE works with communities to help overcome poverty by supporting development efforts and providing emergency assistance. We believe supporting women and girls is one of the most effective ways to create sustainable outcomes in poor communities.

The WASH Technical Officer(s) will provide leadership and management oversight across the project implementation. This includes planning, implementation, and budget management (where appropriate), monitoring and producing timely donor reports on WASH interventions.

The WASH Technical Officer(s) are proven and experienced professionals who can manage key relationships with both internal and external stakeholders, including the community, government, other NGO and multilateral organisations, including AHP, schools and health facilities’ authorities. They will oversee response activities with other CARE humanitarian, gender and program support staff. The Technical Officers will ensure project implementation through the lens of CARE’s Gender Equality Framework including the development of effective approaches to promote gender equality and social inclusion.

The WASH Technical Officers will oversee community volunteers. It is expected that they will pursue a clear and compelling vision and motivate high performance within the team.

SELECTION CRITERIA

• Minimum Diploma in Architecture or Building construction or equivalent and/ or a minimum 3-5 year relevant work experience, preferably in community development activities, WASH infrastructure development and hygiene promotion, capacity strengthening preferably for an International Non-Government Organisation (INGO);
• Demonstrated understanding of gender equality and a commitment to CARE’s approach and values including ethnic diversity and cultural sensitivity;
• Demonstrated experience in project management in the project’s technical function, gender equality and women’s empowerment, with experience in WASH
• Ability to work in a small team or alone is essential.
• Demonstrated strong leadership, decision making, problem solving, planning, analytical and influencing skills;
• Demonstrated experience in effectively leading staff, people management and motivating a team,
• Demonstrated characteristics in honesty, reliability, trustworthiness with the ability to maintain confidentiality;
• Representational skills including developing networks and relationships with key stakeholders;
• Fluent oral and written communication skills in both Pidgin and English; and
• Fully numerate and conversant in Microsoft Office with knowledge in Microsoft Word, Power Point and Excel.
